This job announcement is for two full-time permanent positions with the Construction Review Services in the Office of Community Health Systems (OCHS).


These home-based (remote) positions are open to Washington residents and those residing on the ID/WA and OR/WA borders.


Field work throughout the State is required and is expected for general inspection of buildings, including construction sites during active construction, approximately 5% of the time.

  • Review and evaluate construction documents and functional programs to verify compliance with applicable State and Federal codes and regulations which includes architectural, fire and life safety, mechanical/electrical, and public health.
  • Lead pre-design, design, and plan review conferences with owners, architectural firms, and professional engineers to identify compliance issues early in the process.
  • Work with teams to find compliant solutions to difficult design problems.

Required Qualifications

There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Option 1:7 years’ experience in managing and administering regulatory compliance and/or facility management operations within heath care facilities to include three (3) or more years’ experience reading and interpreting construction plans.Certification as an International Code Council (ICC) plan reviewer or equivalent certification* within 18 months of initial hire.


Option2:Three (3) or more years of demonstrated experience in health care regulation and inspection through service within a program that provides Construction Review Services at theConstruction Project Coordinator 2 level or higher, to include three (3) or more years of experience reading and interpreting construction plans. Certification as an International Code Council (ICC) Plan Reviewer or equivalent certification* within 18 months of initial hire.


Option 3: A bachelor’s degree involving major study in architecture, engineering, or closely allied field; and three (3) years’ experience in reviewing plans or buildings for compliance with construction and code requirements.


Additional Required Knowledge, Skills, Abilities, and Experience

  • Aware of the codes governing the built environment, including International Codes, National Fire Protection Association and Facilities Guidelines Institute.
  • Knowledgeable and understands the intent of the WACs and statutory requirements for applicable licensing programs.
  • Able to look at alternate methods and materials with an open mind.
  • Able to propose changes to codes or standards in a manner which is substantiated with facts and applicable.
  • Able to collaborate with internal and external parties - Includes ability to: build support; understand and address the agenda of others; and assert the position of the department.
  • Demonstrated judgement and communication in crucial conversations.

*Other accepted certifications include but are not limited to: Certification as an International Code Council (ICC) Building Official; Certification as an International Code Council (ICC) Master Code Official; National Council for Interior Design Qualification certification as an interior designer; Washington State licensure as an architect, Washington State licensure as practicing Engineer.


Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Licensed architect within the state of Washington or equivalent state.

OR

  • Advanced proficiency in health- or residential-care design or regulation.


  • Knowledgeable and adept at applying the codes governing the built environment, including International Codes, National Fire Protection Association and Facilities Guidelines Institute.
  • Healthcare Construction Knowledge – Has knowledge of general construction practices; architectural, mechanical, and electrical design; and enforcement of Fire & Life Safety codes. Knowledge of the physical environment of healthcare facilities as it relates to medical function, clinical practice, infection control and sanitation.
  • Practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and MS Outlook or similar email systems for electronic correspondence.
  • Experience with managing data using a customer service management, ticket fulfilment or data management system or tool.
  • Microsoft PowerPoint – ability to create, format and edit presentations; insert and format slides, create linked charts and graphs and work with pictures and objects.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

The official duty station for this position is home-based. If onsite work is requested by the supervisor, the request will be planned and communicated in advance. Requires general inspection of buildings, including construction sites during active construction.


Schedule:

This position has a work schedule of 40 hours per week between the hours of 8 and 5, Monday through Friday; however, the position may be expected to work longer hours to complete projects or assignments, and/or meet business demands and deadlines. A flexible work schedule will be considered at the incumbent’s request, subject to supervisory approval.


Travel Requirements:

Occasional travel to project sites around the State may be required. When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.


Tools & Equipment:

This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.


Customer Interactions:

Requires interactions and communication with a wide range of design, construction, management, and clinical professionals, enforcement agencies and the public.


Other:

  • This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
