Personal Property Appraiser

Performs intermediate technical work appraising personal property for assessment purposes, listing real property, preparing and maintaining files and records, and related work as apparent or assigned. Work is performed under the limited supervision of the Personal Property Manager
  • Process monthly reports from the Department of Motor Vehicles and the Department of Revenue; review and reconcile DMV transfers.
  • Review and resolve requests for appeals of vehicle and personal property valuations; adjust values for vehicles, antique vehicles and multi-year trailers.
  • Maintain and ensure the accuracy and completeness of the County motor vehicle database and tax records.
  • Serve as Secretary to the Motor Vehicle Valuation Review Board.
  • Process and list all real, personal and commercial property.
  • Assist in property damage assessment after storms.
  • Assist with property tax relief programs.
  • Performs other assigned duties
  • General knowledge of the principles and terminology related to personal property taxation.
  • General knowledge of administrative policies governing real property.
  • General knowledge of standard office procedures and practices.
  • General knowledge of business English and legal terminology.
  • General knowledge of applicable state code.
  • Ability to perform duties under pressure and to organize and work independently.
  • Ability to perform mathematical computations with speed and accuracy.
  • Ability to read and understand maps.
  • Ability to look up reference information through reliable sources.
  • Ability to establish and maintain effective working relationships with supervisors, associates, and the general public.
  • Knowledge of Dare County operations, policies, and procedures.
  • Knowledge of modern office practices and procedures.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Skill in effective communication, both verbally and in writing.
  • Skill in the use of various types of office equipment (e.g., copier, fax, document scanner, multi-line telephone system, etc.).
  • Ability to identify and resolve problems in a timely manner.
  • Ability to work independently with minimal supervision.
  • Associate degree or equivalent.
  • One to three (1-3) years of experience in related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • NC Personal Property Appraiser certification within two years of hire.
  • Valid driver’s license
