Job Summary


A leading midstream energy company is seeking a Permit Compliance Coordinator to oversee the development, issuance, and enforcement of all safety-related permits on pipeline construction projects. This critical role ensures strict compliance with company safety standards, project-specific plans, and all applicable regulatory requirements. The Permit Compliance Coordinator acts as the primary point of accountability for permit-related activities, safeguarding personnel, contractors, and the environment during high-risk construction work.


Key Responsibilities


  • Write, issue, and manage compliance for all company safety permits, including (but not limited to): Safe Work Permits, Hot Work Permits, Confined Space Permits, Scaffold Permits, Elevated Work Permits, and Energy Control (Lockout/Tagout) Permits.
  • Coordinate the permit process with field teams, contractors, and project personnel to ensure permits are properly prepared, authorized, and closed out.
  • Ensure contractors fully comply with all company safety procedures (O&Ms), Project Site Specific Safety Plans (SSSPs), the Contractor Safety Manual, and all federal, state, and local health and safety regulations.
  • Monitor and audit permit compliance in the field, identifying and addressing any deviations or non-conformances promptly.
  • Provide guidance and training to contractors and site personnel on permit requirements, safe work practices, and proper documentation.
  • Maintain accurate records of all issued permits, including tracking, filing, and reporting as required.
  • Collaborate with the safety inspection team, Chief Inspector, and project leadership to resolve permit-related issues and improve processes.
  • Support overall site safety by reinforcing hazard identification, risk mitigation, and safe work execution through the permit system.
  • Perform additional duties as assigned to support project safety and compliance objectives.


Qualifications & Requirements


  • Proven experience in permit writing and compliance coordination, preferably in pipeline construction, oil & gas, or heavy industrial construction environments.
  • Strong working knowledge of safety permitting systems (Safe Work, Hot Work, Confined Space, Scaffold, Elevated Work, Lockout/Tagout, etc.).
  • Thorough understanding of OSHA regulations, energy control procedures, and construction safety best practices.
  • Familiarity with Site Specific Safety Plans (SSSPs), Contractor Safety Manuals, and Operations & Maintenance (O&M) procedures.
  • Excellent organizational, communication, and interpersonal skills with the ability to work effectively with contractors and multidisciplinary teams.
  • Detail-oriented with strong documentation and record-keeping abilities.
  • Ability to work in a fast-paced field environment and enforce compliance while maintaining positive working relationships.


Preferred Qualifications


  • Previous experience on midstream pipeline or energy infrastructure projects.
  • Certifications such as OSHA 30-Hour Construction, NCCER, or equivalent safety training.
  • Knowledge of PHMSA regulations and pipeline construction safety requirements.
