An employee in this position is responsible for coordinating activities concerned with the maintenance and construction of County Park structures, facilities, trails, and systems to ensure that goals and objectives are accomplished on schedule. Employee will also be responsible for performing a variety of tasks involving skilled and unskilled manual work in the maintenance of buildings and grounds. Employee will work closely with the Parks & Open Space Director, County employees, contractor staff, and the general public.
- Oversees projects related to construction or modification of County Park facilities from project definition and requests for proposal, through construction phase and warranty period.
- Reviews a variety of plans, shop drawings, specifications, maps, and related documents for projects.
- Coordinates with outside agencies, utilities, and others for ancillary needs for facility projects.
- Conducts site visits as needed; inspects and reviews projects to monitor compliance with building and safety codes, or other regulations.
- Confers with supervisory personnel and contractors to discuss and resolve matters, such as work procedures, complaints, or construction problems.
- Ensures projects are on schedule and are in compliance with County standards.
- Reviews and checks for accuracy of the progress reports submitted by contractors.
- Maintains project files including plans, contract documents, records of changes, and field notes.
- Interfaces with governmental, private, public agencies, citizens or other affected groups on related planning, design, construction, or maintenance operations.
- Interprets, applies, and enforces the provisions of the County's Park facilities policies and procedures and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures.
- Performs general carpentry and helper duties, including painting, plumbing, framing, and masonry tasks such as replacement of bricks; changing light bulbs; and may include general custodial tasks.
- Considerable knowledge of project management, commercial construction, and North Carolina building code requirements, as it relates to construction, renovation, maintenance, and repair.
- Considerable knowledge of the occupational hazards and safety precautions involved in the work.
- Considerable knowledge of the principles of supervision, organization, and administration.
- Knowledge of Federal, OSHA, State, and County guidelines, regulations, and laws.
- Ability to plan, organize, oversee multiple projects, and supervise the work of others, and to set priorities.
- Ability to establish and maintain effective working relationships with employees, officials, engineers, architects, outside vendors, etc.
- Ability to keep accurate records and prepare reports.
- Ability to comprehend and interpret construction plans and specifications.
- Working knowledge of computer hardware and software applications of the work.
Additional Duties - Employee will be required to work after-hours on occasion.
- Employee may be required to work during emergency/disaster situations.
- Performs related duties as required.
Physical Requirements - Work is performed in all weather conditions.
- Must be able to operate a variety of machinery and equipment, including a motor vehicle.
- Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently.
- Physical demand requirements are in excess of those for sedentary work.
- Working conditions are typically moderately quiet, but may be noisy or loud at times.
- May work in confined spaces, underground, and at heights above ground level.
- May infrequently be exposed to fumes and dust, hazardous substances, and airborne hazardous substances.
Graduation from a community college with an associate degree in engineering, mechanics, or related field and/or a minimum of 10 years construction experience, including related trades work, preferably including some supervisory experience; or an equivalent combination of training and experience.
Special Requirements Must have a valid North Carolina driver's license.
All Parks & Open Space positions must be able to work on weekends (Saturday-Sunday)
