The MPRB is seeking a Park Project Planner II to perform professional-level project management for smaller-scale and shorter-term planning and policy development projects. This position participates on project teams for major, large-scale planning and policy development projects. This position supports department to identify the needs of park users and emerging park trends, and evaluate the programs, services, and facilities provided by the MPRB. This position coordinates community data collection and analysis through outreach efforts, program and service analysis, and evaluation, as well as coordinates the integration and implementation of Board-approved strategic plans and policies and evaluates related system impacts.

Employee will be eligible to request a teleworking arrangement (up to two days per week of remote work) after 6 months of continuous regular employment and a satisfactory performance record.

  • Manage all aspects of smaller-scale and shorter-term planning projects and policy development, including community engagement, consultant oversight, and approvals. Such projects may include administrative policy development, single-park long range planning efforts, research initiatives, and capital project pre-planning efforts.
  • Serve on planning project and policy development teams, at the direction of the Director or other Strategic Planning staff, to ensure the effective delivery of community engaged work.
  • Support integration efforts related to MPRB's programs, plans, and policies.
  • Work to identify communities’ needs by engaging with resident groups to gather input and feedback, and facilitating and presenting at public meetings.
  • Update and revise data collection forms, surveys, and evaluation and outreach tools and provide relevant data, tools, and resources for planning projects and initiatives.
  • Draft for approval quality Board actions and/or study items and present strategy, plans, agreements, new initiatives, contracts, and community recommendations.
  • Serve as a Plan Champion to work with community and across MPRB departments and divisions to implement approved policies, plans, and procedures.
  • Monitor contracts, project budgets, and approved professional agreements.
  • Act as project manager for the department or division on small projects as assigned.
  • Partner as directed with other departments and agencies to anticipate and assist with Planning Division issues and coordination.
Need to Have:(Position Requirements at entry)
  • Bachelor's Degree from an accredited college or university with a major in Planning, Urban Studies, Social Sciences, Landscape Architecture, or related field
  • Increasingly responsible professional work experience in park planning, policy development, design, or related field: Two (2) years
  • An equivalent combination of related experience, education and training may be considered:
    • Bachelor's Degree in an unrelated field and at least four (4) years professional work experience in either research and engagement strategies or project management
    • OR
    • PMP Certification and at least four (4) years in a Project management role, designing and leading outreach, research and engagement
Nice to Have:
  • Experience in the public sector: Two (2) years preferred
Skills Crucial to Success in This Role:
  • Knowledge of principles and practices of state-of-the-art park and urban planning.
  • Knowledge of statistical and research methods.
  • Knowledge of project management processes, practices, and techniques.
  • Outstanding customer service principles and practices with a diverse customer base.
  • Conduct strategic analysis work - define problems, collect data, establish facts and draw valid conclusions - that is relevant to the organization and community's current and future direction.
  • Understand and communicate and present complex technical issues and concepts to nontechnical people.
  • Long hours sitting or standing; non-traditional schedule (weekend/weeknight), computer work, off-site.

Selection Process:

What steps the selection process involves:

  • We review your minimum qualifications.
  • We rate your training and experience based on application materials and supplemental questions (30%).
  • We conduct a structured panel interview (oral exam) (70%).
  • We calculate your civil service score based on the above components and place you on the eligible list if all testing components are passed (passing score for each component and as an overall score is 70.00 or above). Eligible list will expire in three (3) months.
  • We refer the top finalists to the hiring manager for an interview.
  • References, including verification of employment and work performance, may be considered.
  • We conduct a background check. Upon receiving a conditional offer of employment, the applicant will be asked to sign an informed consent allowing the Minneapolis Park and Recreation Board to obtain their criminal history in connection with the positions sought.   • Upon receiving a conditional offer of employment, applicants will also need to successfully pass a pre-employment physical examination paid for by the MPRB.
