The Montgomery County Department of Parks – Southern Parks Division is seeking a dynamic Park Manager - Water Quality Manager to lead the day-to-day operations of the department and direct the Stormwater Management Team. The Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. The division manages over 200 parks, including Urban, Local, and Regional Parks. These parks include almost 200 playgrounds, 150 athletic fields, 60 miles of trails, and 50 picnic shelters. This division utilizes the skills of nearly 200 employees and 100 pieces of equipment to accomplish the Department's mission.

Under general supervision, the Water Quality Manager oversees a wide range of stormwater management and administrative responsibilities while leading a diverse team of seasonal and career employees. This team performs non-structural maintenance on all stormwater management facilities within the Southern Region of Parks, currently maintaining approximately 335 facilities with continued growth expected. The successful candidate will participate in the design review of new stormwater facilities and serve as a member of the National Pollution Discharge Elimination System (NPDES) Core Team, which coordinates, advises, and reports on all aspects of the Parks’ NPDES permits. This position is also responsible for maintaining the stormwater management facility inventory and supporting other park managers with NPDES compliance and reporting requirements. Additionally, the Water Quality Manager will train division staff on Best Management Practices (BMPs) related to various stormwater management structures, including ponds, bioretention areas and raingardens, bioswales, and infiltration trenches. The role also includes working within the Enterprise Asset Management (EAM) program to ensure accurate facility records and to develop reporting tools that track labor, materials, equipment, and contracts associated with non-structural stormwater facility maintenance.

The incumbent in this role will complete performance reviews and recommend disciplinary actions. Assists in the selection and training of staff and approves timecards and leave requests. Effectively manage inventory and equipment needs within the allocated budget. Independently performs various types of analyses and solves conventional, non-standard, and challenging problems to ensure accuracy, adequacy, and effectiveness in assigned functions. Interacts with people inside and outside the organization, including the public, to exchange information, coordinate, instruct, guide, and advise, obtain agreement or compliance, or achieve other desired actions.   • Lead and direct the team in day-to-day stormwater operations and in various projects
  • Plan, schedule, assign, and evaluate the work of designated personnel; counsel staff on ways to improve performance. Assist in the candidate selection and train new staff members.
  • Conduct stormwater management facility inspections
  • Maintains and updates the inventory of stormwater management facilities. Coordinates with GIS and EAM staff to maintain accurate and updated tracking of all stormwater management facilities in the Southern Region. Works within the EAM program to create reporting mechanisms for staff to track labor, materials, equipment, and contracts for stormwater management facilities.
  • Trains managers, leaders, and maintenance staff in the application of Best Management practices related to stormwater management facilities, pollution prevention, and water quality issues in general. Presents power point presentation to a wide audience of park staff.
  • Is a core member of the M-NCPPC - NPDES Core Team, which has the role of providing accurate data reporting for MS4 permit compliance to MOE, of regularly updating Park Division Chiefs on permit compliance efforts, and of co-teaching the yearly Pollution Prevention Training for compliance with the MS4 Permit and the Industrial Permits of maintenance yards.
  • Participates in PDCO design review of stormwater management facilities and associated planting plans. Coordinates with Park Development Division, Park Maintenance Facilities, and Natural Resources staff on water quality, wildlife, and vegetation issues in Parks to protect natural resources.
  • Communicates with the MC-Department of the Environment (MC-DEP) regularly, regarding structural and non-structural stormwater facility maintenance on parkland.
  • Drives an assigned vehicle while performing duties. Performs daily vehicle checks; takes vehicle to garage for routine and emergency maintenance. Ensures records of motorized equipment and tools are maintained and kept up to date regularly.
  • Manages the budget preparation and development. Monitor and track expenditures for programs and projects. Research and initiate purchase requisitions and P-Card purchases for the unit. Preferred Qualifications:

  • Computer skills and proficiency in Microsoft Excel and PowerPoint
  • 2 Years of experience in stormwater management with knowledge of NPDES regulations and compliance

Working Conditions:

Works primarily outside and occasionally in office. May be required to work evenings, weekends, and holidays. On-call to respond to emergency situations or as needed. Frequently exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects (for example, bees, hornets, wasps). Incumbents in this class must frequently: remain in a stationary position, operate vehicles, communicate and exchange information with internal staff and the public, be able to see for short and long distances, and lift equipment and other items weighing up to 50 pounds. Intermittently, staff in this position must ascend and descend ladders and stairs.

  1. Bachelor’s Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.
  2. One (1) year of park management experience that includes leadership of staff.
  3. An equivalent combination of education and experience may be substituted, which together total five (5) years.
  4. Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  5. Depending upon area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.
  6. Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector).
  7. Pass Commission medical examination.
