Montgomery Parks’ Stormwater Management Team, located in Boyds, Maryland, is seeking a Park Maintenance Crew Leader, Pesticide Applicator Certified (PAC) to provide leadership for field operations that protect critical stormwater infrastructure and park assets.
Stormwater Management plays a vital role in safeguarding parks and local waterways. The program maintains an extensive system that includes over 71 bioretention areas, seven dams, 67 dry ponds, 81 trenches, and 41 wet ponds, all designed to manage stormwater runoff and reduce the volume and intensity of water entering streams during storm events.
This position is ideal for a leader who is comfortable managing people, enforcing safety and compliance standards, and coordinating field operations that have a direct impact on the community and environment. In this role, you will supervise and lead a maintenance crew, set daily priorities, and oversee park and facility maintenance across assigned sites. You will ensure work is completed safely, efficiently, and in compliance with environmental and pesticide application regulations, reinforcing best practices and accountability across the team. Your leadership will help keep park and stormwater areas safe, clean, and operational, supporting both passive and active recreation while protecting essential infrastructure.

- Supervises and directs a team of both career and seasonal park maintenance staff in all facets of general park upkeep.
- Plans, schedules, assigns, and oversees tasks while providing technical guidance to address work-related challenges.
- Participates in employee performance evaluations and counseling.
- Leads teams in stormwater asset maintenance, minor construction activities, turf care, and snow removal operations.
- Inspects worksites and determines optimal solutions for general maintenance needs.
- Performs wildlife management duties under the supervision of the Park Manager.
- Guides crew in stormwater asset inspections and trash/litter removal.
- Oversees embankment and erosion repair and maintenance projects.
- Prepares and applies chemicals to treat plant and turf diseases or to control pests and weeds.
- Performs other related duties as assigned.

- Knowledge of Stormwater (BMP) maintenance, groundskeeping, landscaping, parks and park/general maintenance operation, safety, turf maintenance, pesticides and their application, and basic auto and equipment maintenance.
Preferred Qualifications:
- Preferred: Experience with Parks Departments or large government organizations.
- Advanced ArcGIS, MS Office, enterprise and specialty software proficiency.
- Knowledge of local, State and Federal laws and policies.
- Maryland Pesticide Applicator's certification a plus.
- Certification by the National Playground Safety Institute a plus.
Working Conditions:
- Incumbentprimarilyworksoutsidewithacombinationof officework occasionally or as assigned.
- Position requires a combination of field and office work. Work conditions may include exposure to various elements and adverse weather conditions.
- Ability to occasionally lift up to 100 pounds and regularly up to 50 pounds.
- An essential employee for on-call 24 hours for emergencies.
- Must be available to work weekends and evenings as necessary.

- High school diploma or Certificate of General Educational Development (GED).
- Five (5) years of progressively responsible experience in ground maintenance, golf course maintenance, building maintenance or park maintenance.
- An equivalent combination of education and experience may be substituted, which together total five (5) years.
- Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
- Pass Commission medical examination.
- Depending upon an assignment, positions in this class may require within 12 months of hire (a) Commercial driver’s license with appropriate endorsements; (b) obtainment of certifications including:
- Maryland Department of Agriculture’s Pesticide Applicator certification in the categories appropriate to the work assignment;
- Maryland Department of Agriculture’s Professional Fertilizer Applicator certification; and
- National Playground Safety Institute certification.
