A well-established Outside Plant (OSP) services company is seeking experienced Project Managers and Construction Managers for immediate openings across Texas, Louisiana, and Oklahoma. This is a field-first leadership role requiring at least five years of OSP experience, with a heavy emphasis on overseeing the full lifecycle of bore, trench, and aerial fiber placements. The ideal candidates will lead the planning and execution of large-scale fiber optic network infrastructure projects, ensuring they are completed safely, on time, and within budget.


Responsibilities

  • Oversee End-to-End Construction: Manage the full lifecycle of OSP fiber projects, including bore, trench, and aerial placements.
  • Vendor & Crew Management: Direct internal teams and third-party sub-contractors to ensure work is completed on time, within budget, and up to code.
  • Field-First Leadership: Spend the majority of time on-site overseeing OSP fiber projects, including bore, trench, and aerial placements. This role requires frequent travel across our project areas.
  • Precision Scheduling: Coordinate and manage utility locates for multiple simultaneous fiber routes. Ensure all 811/One Call tickets are synchronized with the construction schedule to prevent "dry runs," idle crews, or project delays.
  • Production Oversight: Collect and manage daily and weekly production reports for every crew to ensure progress stays on track and within budget.
  • Client Communication: Lead weekly progress update calls with Clients, providing clear, data-driven snapshots of project status, milestones, and any blockers.
  • High-Standard Quality Control: Perform rigorous site inspections and audits to ensure fiber placement, splicing and restoration meet our strict high-performance quality standards. Responsible for ensuring that "moving fast" never results in "cutting corners”.
  • Problem Solve: Identify and resolve field bottlenecks—whether it’s a permitting delay, locate delay, a right-of-way issue, material logistics, or a technical issue.
  • Safety & Compliance: Direct internal teams and subcontractors to maintain OSHA standards and local permitting requirements at all times.


Qualifications

  • Experience: 5+ years in OSP construction management within the telecommunications industry.
  • Leadership: Proven ability to lead diverse teams and manage high-pressure deadlines.
  • Field Knowledge: Strong understanding of heavy equipment operations (directional drills, missiles, trenchers, bucket trucks) and utility locating.
  • Logistics Expertise: Proven ability to sequence complex construction schedules across multiple active paths, specifically managing multiple field crews, construction materials, and the high-volume locate requests required for large-scale fiber deployments.
  • Reporting Discipline: Strong ability to synthesize field data into concise daily/weekly reports and present them professionally to management and to client stakeholders.
  • Technical Savvy: Knowledge of fiber optic technology, splicing and OTDR testing. Also experience reading and interpreting OSP Construction and Permit drawings with ability to clearly explain scope of work and requirements to sub-contractors.
  • Regulatory Expertise: Familiarity with OSHA, NESC and other industry standards, as well as local ROW regulations, and pole attachment processes.


Preferred Qualifications

  • Regional Expertise: Prior experience managing OSP fiber construction specifically in Texas, Oklahoma, and Louisiana.
  • Bilingual Skills: Proficiency in English and Spanish is highly preferred for effective communication with field crews but not required.
  • Tech Tools: Proficiency in MS Excel and MS Word is preferred but not required.
