Oversees operations and personnel in the Library Department. This position is responsible for managing and coordinating systemwide operational functions, including facilities management, custodial services, safety and security, technology infrastructure, and administrative support activities across all library locations. The Operations Manager ensures that all library facilities and systems function efficiently, safely, and in alignment with City policies and the Library's mission to provide accessible, high-quality services to the community.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises assigned operational and support staff, including scheduling, training, performance evaluation, and coordination of work assignments across library branches to ensure efficient daily operations. Supervisory functions include: making hiring and termination decisions; processing employee concerns and problems; and counseling or disciplining appropriately.
  • Coordinates with the City's Information Services and Technology (IST) Department to plan, implement, and maintain library technology systems. Assists in developing the Library's Technology Plan, manages technology projects, and ensures reliable operation of public and staff computers, networks, and related systems.
  • Oversees building maintenance and repair needs for all library locations. Coordinates with Public Works, Facilities, and external vendors to ensure timely completion of repairs, preventive maintenance, and improvements. Monitors facility conditions, equipment performance, and energy usage.
  • Manages custodial service contracts and staff to maintain a clean, safe, and welcoming environment. Establishes cleaning standards, monitors performance, and ensures compliance with health and safety regulations.
  • Oversees systemwide security operations, including coordination with contracted security personnel, development of safety procedures, and response to incidents. Ensures compliance with City risk management policies, maintains security documentation, and promotes a safe environment for patrons and staff.
  • Assists in preparing and monitoring a departmental budget of $4M annually. Reviews vendor invoices, purchase orders, and service agreements for accuracy and compliance.
  • Develops operational policies, procedures, and performance metrics to improve efficiency and accountability.
  • Assists Library leadership in preparing state annual report.
  • Assists Library leadership in maintaining accreditation.
  • Attends Library Advisory Committee meetings in the absence of Library leadership.
  • Prepares reports and communicates regularly with Library leadership regarding facility status, safety concerns, and operational priorities.
  • Will be required to drive a City vehicle for City business use.
  • Performs related work as required.

Required Education and Experience
  • Bachelor’s degree from an accredited college or university in Business Administration, Finance, or a related field.
  • At least five (5) years of experience in accounting, finance, public library settings, or related experience.

Preferred Education:
  • A Master's Degree in Library Science from an ALA Accredited college or university is preferred.
Required Licenses or Certifications
  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
