Job Description
The Operations and Maintenance Division Director is responsible for overseeing preventive, predictive, and responsive maintenance and repair operations for HVAC, electrical, plumbing, carpentry, grounds, and custodial trades groups. The Operations and Maintenance Division is responsible for a diverse set of County facilities and sites to include County courthouses, administrative office facilities, fire stations, police precincts, libraries, senior centers, correctional facilities, and fuel sites, in excess of 130 facilities and 3.5 million square feet. The division is innovative and forward-thinking and is a leader in the County's environmental sustainability efforts.

Essential Duties
  • Supervises staff to include: prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations
  • Oversees services to include housekeeping, landscaping maintenance, and comprehensive building maintenance, including carpentry and finishes, electrical power and lighting, low-voltage systems, HVAC systems, plumbing, and security and life safety systems
  • Governs administration of a diverse set of outsourced maintenance contracts as well as in-house maintenance operations
  • Provides 24/7, after hours, and weekend emergency maintenance response, coordinates emergency response forces and coordination for inclement weather events and other emergency events
  • Ensures adherence to all applicable building and life safety codes and regulations
  • Responsible for Computerized Maintenance Management and Energy Accountability Systems
  • Conducts and contributes to the analysis of management information- identifies issues and discrepancies, conducts need analyses, projects consequences of proposed actions, formulates recommendations based on findings, implements priorities, work processes, and procedures; and/or trains individuals on established or modified organizational practices and/or procedures
  • Oversees data collection and processing- prepares and reviews reports, reconciliations, and statements, collaborates with internal teams and external agencies; ensures data accuracy through audits
  • Responds to requests for information and provides subject-matter-expertise and guidance to other departments, consumers, the general public, and/or outside agencies, provides direction for safety, environmental, and customer service issues and programs
  • Manages and processes transactions across purchase orders, accounts receivable, accounts payable, invoicing, payroll and/or other related functions
  • Prepares bid specifications and invitations to bid; conducts bid openings; analyzes bids and selects vendors; administers funds; and/or, reviews and monitors professional service providers, agreements, contracts, grants, and/or regulatory compliance
  • Develops and administers budgets; allocates resources; approves expenditures; reviews financial statements
  • Performs other duties of a similar nature or level
Other Job Requirements/Information
  • This job may require on-call rotation and emergency after hours, weekends, and/or holidays.
Grade
The grade for this position is 205. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications
  • Bachelor's degree in Facilities Management, Engineering, Architecture, Business Administration or a closely related field AND
  • Nine years of progressively related experience related to one or more of the areas listed above, including two years as a manager OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
Preferred Qualifications in addition to the above minimum qualifications
  • Master's degree in a related field
  • Five to ten years of managerial experience
  • Professional Engineer license
