This is a strategic and technical DWR position responsible for coordination and integration of operations and technology, ensuring secure, reliable, accessible, and flexible real-time operations. This position has a technical focus working closely with other Operational Technologist and Asset Management Staff in DWR by supporting software applications being used in DWR. The technical focus is related to the SCADA/telemetry infrastructure, the advanced metering infrastructure (AMI) systems, and other software applications used in DWR for operational purposes. This position provides support needed throughout DWR to maintain reliable and efficient operations by supporting a robust asset management program. This position also supports DWR’s AMI/Sensus system and its integration into DWR’s SpryPoint /Customer Information System.The Operational Technologist Apprentice ensures business continuity and commonsense succession planning.

Supports the SCADA/Ignition software platform, which includes field work to learn where all the SCADA and Telemetry hardware and components reside.

Completes PLC logic training course identified by the Asset Program Manager.

Supports and administers the CMMS/NEXGEN, to ensure upgrades and system maintenance are performed in timely manner.

Works with the Asset Program Manager and Specialist to ensure DWR’s computerized maintenance management system is operating efficiently and how to identify and correct database and integration issues.

Administers and supports DWR’s AMI/Sensus Analytics cloud based software application and its integration with other software applications.

Troubleshoots and analyzes the AMI/Flexnet system to ensure meter and billing accuracy.

Understands the locations and maintenance procedures for all TGB’s (Tower Gateway Base Stations) in the AMI/Flexnet system.

Assists with keeping DWR’s inter-basin transfer report current and accurate.

Supports DWR’s data management for accessing and archiving information needed for regulatory or operations purposes.

Analyzes data validity and troubleshoots causes of incomplete and conflicting data. Makes recommendations for resolution and improvement.

Supports and maintains DWR’s data dashboards used for tracking levels of service and/or key performance indicators used by DWR’s leadership for decision-making purposes.

Manages and develops the DWR intranet site as needed.

Assists DWR staff with other technologies such as pressure monitors and flow meters.

Coordinates with the Information Department related to networks, servers, and related equipment and functions.

Meet cyber security best practices with close coordination with the Information Department.

As part of fulfilling the duties of this position, the following will be utilized: SCADA/telemetry software, AMI/Sensus software, SpryPoint/Customer Information System software, CMMS/NEXGEN software, dashboards, intranet, website, databases, presentation software such as PowerPoint and Visio, GIS, and other related software and tools.

Performs other related duties as required.Education and Experience:

Associates Degree in Computer Science, Database Management or other related field preferred.

Bachelor’s Degree preferred.

Two (2) years’ experience in SQL databases, computer aided mapping and graphic design.

Proficiency in Microsoft Office software.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Licenses and Certifications:

Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

SQL Certification preferred.

Knowledge, Skills and Abilities:

Comprehensive understanding of applicable standards, methods, processes and practices, performance metrics in the specific functional area supported by this position (e.g., asset management, water/sewer operations, customer service, system distribution and collection) as well as process and instrumentation diagrams (P&IDs) is preferred.

Ability to provide in-depth analysis and apply managerial accounting concepts, customer intelligence gathering, forecasting, staff planning, scheduling, analytical and statistical problem solving, financial, accounting, business and budget analysis preferred.

Knowledge of the use and operation of a personal computer and related peripheral equipment.

Knowledge of databases including Oracle, Microsoft Access and SQL preferred.

Knowledge of reading and writing code including Visual Basic, SQL, ASP.NET, and HTML preferred.

Knowledge of the use and operation of GPS equipment, water meters, and reading devices.

Knowledge of SCADA and telemetry systems.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to publicly present materials to internal and external audiences, including other technical experts and customers.

Ability to work independently.

Position may qualify for a 5% certification incentive based upon attainment of an Asset Management Certification approved by the Director of Water Resources and Human Resources Director.

Maximum of 15% in incentive pay.
