The Opportunity

WSDOT is seeking a Maintenance Manager to provide executive-level leadership, direction, and oversight of the Olympic Region (OR) Maintenance Division in support of the agency’s mission to ensure the safe, reliable, and efficient movement of people, goods, and services across Washington’s highway system. This position is responsible for strategic management of maintenance operations, staff supervision & development, budgeting, planning, safety, and asset stewardship across multiple geographic maintenance branches and a region-wide office, exercising independent judgment and discretion in policy, staffing, and operational decisions. The role leads Maintenance Superintendents, develops and manages long-range maintenance priorities and capital investment strategies, and ensures effective allocation of resources to meet regional and statewide performance goals while coordinating closely with WSDOT Headquarters. This position also serves as a key liaison with Design, Construction, Local Programs, and specialty support divisions to evaluate project impacts, provide maintenance input during scoping and design phases, and review plans, specifications, estimates, and design-build proposals to ensure long-term operational integrity of highway assets. A strong candidate will demonstrate expertise in transportation maintenance leadership, budget and program management, interagency coordination, strategic planning, regulatory compliance, and the ability to guide complex operational decisions in a large public-sector infrastructure environment.


What to Expect

The OR Maintenance Division is responsible for operating and maintaining the highway system, including 3,300 lane miles of interstate and highway roads, 645 bridges including 6 movable bridges, four safety rest areas, off-highway properties such as remote radio towers, aggregate pits, stockpile sites and environmental mitigation sites, fleet of vehicles, and the physical buildings located in the region. OR is located within the second most populated geographic area comprising approximately one quarter of the state's population. The highways maintained and operated by OR include Pierce, Thurston, Kitsap, Mason, Grays Harbor, Clallam and Jefferson Counties. OR includes Washington State's second most urbanized areas as well as many remote rural areas. OR is topographically diverse; it connects with several Washington State Ferry (WSF) Terminals and one international ferry terminal.


Among the varied range of responsibilities held within thisrole, the Maintenance Manager will:

  • Provide leadership, direction, support, management, development, and oversight of OR’s Maintenance Division program related to labor, equipment, and materials, to ensure the program is delivered in conformance with applicable policies and agency expectations for customer service, transparency, and accountability.
  • Lead development of new approaches of delivering highway maintenance, develop new, more effective and efficient practices and procedures and ensure continuous quality and effectiveness practices and benchmarks are established and used in each Division.
  • Be responsible for long-term planning, allocation and monitoring of the Highway Maintenance budget within OR, including review, analyze, and submit corrections for monthly oversight reporting, to include Maintenance Division expenditures, accomplishments, and programmatic reporting.
  • Develop long term program requirements and timely review for OR's maintenance operations to assure compliance with WSDOT standards and established procedures.
  • Communicate directly and openly with cities, counties, other agencies, news media and the public, coordinate WSDOT activities with Federal, State, Tribal, and Local Government Agencies. This includes seven counties, 50 municipalities, Native American Tribes, and other public/private organizations.
  • Negotiate maintenance agreements with stakeholders; coordinate input and resolve conflicts with internal organizations, personnel, outside agencies, labor unions and the public.
  • Respond to demands and requests for information (RFI) from agencies, labor unions, members of the public, legislators, noxious weed control boards, regions, and HQ.
  • Represent WSDOT on multi-jurisdictional teams and task force groups, making decisions as necessary.
  • Perform on-site inspections, meetings, training, and visits to OR Maintenance sheds and work zone sites.
  • Travel to active work zones, field sites, and roadway environments using a state vehicle.


Qualifications

To be considered for this opportunity, the following competencies are required:

Leadership & Supervision

  • Skills to lead and supervise a diverse workforce by fostering collaboration across boundaries, building and maintaining effective teams, coaching and mentoring staff, and encouraging engagement and professional growth.

Highway Maintenance, Construction Management, & Project Management Experience

  • Demonstrated maintenance, construction, or similar skilled craft worker program background with experience managing projects.
  • Working knowledge of corrective and preventative maintenance (PM), budget development and implementation, highway maintenance procedures, assessment of highway deficiencies, safety regulations, environmental site assessments (ESA), principles, practices, contracting methods, procedures and budget accountability requirements.

Emergency Response Experience

  • Demonstrated emergency response background with experience managing actions, coordinating responses, and working knowledge of Federal Emergency Management Agency (FEMA) Incident Command Center (ICS) training.
  • Ability to communicate effectively in times of high-stress and task switch quickly between providing and receiving direction.

Strategic Planning, Communication, & Stakeholder Engagement Skills

  • Strong skills in establishing plans and setting objectives and goals that support overall program strategy and results.
  • Strong skills in monitoring and measuring performance and making necessary course corrections.
  • Excellent written, verbal, and presentation skills, both in person and in the hybrid environment using technology, to communicate effectively with employees, peers, superiors, the public, and diverse audiences; ability to negotiate challenging issues and facilitate agreement between competing interests; and skills to make responsible, timely, and effective decisions based on complex and competing issues.

Technical & Digital Proficiency

  • Advanced skills in operating Windows-based systems including MS Office Suite (Excel, Word, SharePoint, Outlook), MS Teams, cloud-based platforms, and system databases for project tracking and information management including Workzone Database, HATS, MPET, BEIST, etc.

Growth Mindset & Service-Oriented

  • Actively demonstrates a commitment to learning and growth.
  • Takes action to meet the needs of others.


In addition to the competencies above, the following is also required:

  • A valid driver’s license and the ability to operate state-owned vehicles.


It is preferred that qualified candidates also demonstrate:

  • Supervision & Leadership: Demonstrated ability to supervise and manage professional and technical staff. Proven capability to lead teams within a public sector environment, including supervision of employees represented by labor unions.
  • Highway Maintenance Management:Advanced knowledge of highway maintenance principles with emphasis in oversight and implementation of a highway maintenance program.
  • Public Sector & Labor Relations: Working knowledge of civil service rules, personnel policies, and organizational procedures. Understanding of collective bargaining agreements and their application in supervisory and managerial decision-making.
