Under minimal supervision, manages, coordinates, develops, and implements programs for the administration of the Edward Byrne Memorial Justice Assistance Grant Program, Byrne State Crisis Intervention Program (SCIP), and other assigned programs for the Office of Highway Safety and Justice Programs (OHSJP). Responsible for the preparation and development of documents related to strategic planning and reporting of activity, as well as obtaining and maintaining federal funding.

Establishes funding priorities/strategies for implementation within assigned program areas. Prepares and develops documents related to strategic planning and reporting of activity, as well as obtaining and maintaining federal funding (e.g. internal grant applications, federal grant applications, federal progress reporting, etc.).

Manages assigned grant projects, to include scheduling/conducting on-site and desk monitoring reviews, reviewing/approving grant revisions, and providing technical assistance to subgrantees to ensure compliance with grant requirements, reporting, policies, procedures, and regulations. Prepares grant management documents and effectively presents the information in subgrantee workshops and meetings. Ensures that the OHSJP Policy and Procedure manual accurately reflects grants management practices. Disseminates additional training and resources to subgrantees as necessary.

Prepares application guidelines documents and effectively presents the information in applicant workshops and meetings. Develops desirable projects for funding with prospective applicants and reviews grant applications in accordance with federal regulations and policy directives. Prepares and publishes summaries and recommendations for grant projects to be funded for submittal to the Public Safety Coordinating Council.

Coordinates and oversees statewide initiatives and efforts within assigned program areas. Participates in program area-related task forces and work groups.

Performs related duties as required.

State Minimum Requirements:
A bachelor's degree and relevant program experience.
Agency Requirements:
  • A bachelor's degree and four (4) years of progressively responsible program or administrative experience in a related field, or an equivalent combination of education and experience.
  • Good communication skills, both written and oral are essential.
  • Should be familiar with research techniques, data analysis and presentation and federal grant principles.
  • Must be able to understand, relate to, assist and provide presentations to state and local and other criminal justice agencies at meetings and conferences.
  • Applicant must have the ability to organize clear, concise, and comprehensive written reports and documents.
  • Position requires a self-motivated individual with very strong proof-reading/editing capabilities and excellent oral/written communication skills.
  • Must have the ability to establish and maintain effective working relationships with state and local agencies, related organizations, and private groups.
  • Ability to manage and coordinate a variety of tasks simultaneously.
  • Must have the ability to speak effectively in a public setting.
  • Must have the ability to use a personal computer, Microsoft Office software, and audio-visual equipment.
  • Employee must be able to work independently with minimum supervision.

Experience in criminal justice is desirable.Considerable in-state and intra-city travel will be required.
