MajorDuties

  • Within the IMCOM G9 Child, Youth and School (CYS) Services Programs Branch, serves as a Nutritionist and recognized Subject Matter Expert with responsibility for the oversight and operation of the CYS Services food and nutrition program. Applies professional knowledge to plan, implement, and supervise a comprehensive Army-wide food and nutrition program that follows the policies and procedures of the USDA Child and Adult Care Food Program (CACFP) in a variety of settings (Child Development Centers, Family Child Care Homes, School Age Care, Middle School and Teen Programs, and select on-post Outreach Services programs) with a wide age span of children/youth (birth - 18 years of age) to include food service menu planning, nutrition education, food procurement, meal production, and kitchen safety/sanitation procedures. Provides technical assistance to CYS Services staff in food and nutrition issues, as well as procedures for USDA CACFP and Army administrative reports/forms/claims. Develops guidance, procedures and SOPs to support program goals. Acts as Subject Matter Expert in nutritional needs of children from birth - 18 years of age. Prepares separate healthy, balanced 4 - 6 week seasonal cycle menus for Child Development, School Age Care, and Middle School/Teen programs IAW USDA CACFP and Army policies i.e., nutrition requirements, portion sizes, meal patterns, and "seconds" requirements. Develops guidance on infant feeding plans and child/youth allergies/substitutions. Provides technical support/expertise to other CYS Program Managers in implementing nutrition education into the child/youth curriculum. Trains IMCOM, Region, and Garrison staff on topics concerning proper child/youth nutrition for a broad age range of children/youth from birth- 18 years of age, food service (i.e., family style or self-service dining), and USDA CACFP program and policies. Provides technical support/expertise to Garrison CYS Program Managers in implementing nutrition education into the child/youth curriculum and to maximize USDA CACFP reimbursement where available. Creates standardized systems to maintain accountability for food and other food program assets. Uses annual report data to track percentages of free, reduced and paid participants. Monitors garrison APF/NAF food program expenses and auditing requirements. Serves as a consultant to Army Higher Headquarters Inspection Team to ensure compliance with appropriate and program regulatory requirements and CYS baseline standards. Acts as Army CYS Services liaison to MEDCOM, DoD, and USDA Food and Nutrition Services for all new initiatives surrounding Army Healthy Base, DoD CYS Health and Fitness, and national child and youth USDA Fitness and Nutrition initiatives. Ensures CYS Services Food and Nutrition Program conforms to all applicable DoD and Army policy, IMCOM G9 standards, Congressional legislation, public law, and with the most current applicable industry standards. Oversees and monitors implementation of Army-wide policies, plans, standards, and procedures for CYS Services Food and Nutrition Program and provides content for operational materials and tools (i.e., inspection manuals, field operational handbooks, checklists, and training) for Army-wide implementation. Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Analyzes and evaluates data to determine trends and identifies strategies for program, evaluation and improvement. Serves as the principal advisor to the Branch Chief on program initiatives to sustain and improve the CYS Services benchmarks of Quality, Affordability, Availability and Accountability. Functions as Project Officer for designated CYS Initiatives. When required, represents and speaks for CYS Services Branch or Division Chief. Reviews financial and budget data relating to CYS field performance. May serve as a Contract Officer Representative. Performs related duties as assigned.
