We are searching for a NERC Compliance Engineer – Substation (onsite) on behalf of our client.This is a 1-year contract assignment.(W-2) You will serve as the technical lead for NERC compliance readiness and turnover of substations prior to Commercial Operation Date (COD). Responsible for ensuring all applicable PRC and FAC standards are implemented, documented, and validated in accordance with the Power Generation Division (PGD) compliance programs prior to energization and turnover to Operations. Ensure all requirements are incorporated into design, settings, studies, and commissioning documentation prior to COD. Protection Systems Compliance (PRC Standards). Validate relay settings, coordination studies, and protection philosophies to ensure compliance with PRC standards and internal PGD requirements
Location: Palm Beach Gardens, FL 33410. Per diem available.

Key Responsibilities Will Include the Following:
NERC Compliance Program Execution (Pre-COD)
Identify and implement applicable NERC standards for new substations, including but not limited to:
- PRC-001 – Protection System Coordination
- PRC-004 – Protection System Misoperation Identification and Correction
- PRC-005 – Protection System Maintenance
- PRC-019 – Coordination of Generating Unit or Plant Capabilities, Voltage Regulating Controls, and Protection
- PRC-023 – Transmission Relay Loadability
- PRC-024 – Generator Frequency and Voltage Protective Relay Settings
- PRC-027 – Coordination of Protection Systems for Performance During Faults
- FAC-008 – Facility Ratings
- FAC-009 – Establish and Communicate Facility Ratings
Support development and documentation of Protection System Maintenance Program (PSMP) per PRC-005, including:
Relays, CTs/VTs
- DC supply systems (batteries/chargers)
- Communication systems and protective schemes
- Establish baseline documentation for misoperation tracking and corrective action processes per PRC-004
- Ensure compliance with PRC-019 / PRC-024 for generator and interconnection protection coordination
- Facility Ratings & Equipment Compliance (FAC Standards)
- Ensure facility ratings are established, documented, and validated per FAC-008
- Verify that ratings are communicated to appropriate entities (TOP/RC/ISO) per FAC-009
Coordinate with engineering and transmission stakeholders to ensure consistency between:
- Design ratings
- As-built equipment ratings
- Operational limits
- Documentation & Audit Readiness
- Develop and maintain audit-ready documentation including:
- RSAWs (Reliability Standard Audit Worksheets)
- Evidence packages and compliance narratives
- Protection setting files and coordination studies
- Ensure all compliance artifacts are complete, traceable, and aligned with PGD internal controls
- Validate that documentation reflects as-built and commissioned configurations
- Commissioning, Energization & Turnover
- Participate in commissioning and energization activities to verify compliance implementation in the field
- Perform pre-COD compliance checks to confirm all PRC/FAC requirements are satisfied prior to turnover
- Lead the formal compliance turnover to Operations, including:
- Ownership of PRC-005 maintenance programs
- Misoperation processes (PRC-004)
- Facility ratings management (FAC-008/009)
- Ensure Operations is equipped with procedures, documentation, and training to maintain compliance post-COD
- Cross-Functional Coordination
- Act as the compliance liaison between Engineering, Project Management, Transmission, and Operations
Coordinate with external engineers, consultants, and OEMs to ensure compliance deliverables meet NERC and PGD standards
- Support internal and external audit readiness reviews, spot checks, and data requests
- Continuous Improvement & Standardization
- Identify gaps between project execution and NERC compliance requirements and drive corrective actions
- Develop standardized pre-COD compliance checklists, templates, and workflows aligned with PGD programs
- Support incorporation of lessons learned into future interconnection and substation projects
- Desired Qualifications (Add-On)
- Direct experience with NERC PRC and FAC standards implementation for substations or generation interconnections
Education & Experience
- Experience supporting NERC compliance activities for substations or generation interconnections.
- Experience with PRC and FAC standards implementation.
- Background in electrical engineering, transmission, substations, or power systems environments.
Preferred / Nice to Have:
- Direct experience implementing NERC PRC and FAC standards for utility substations.
- Experience supporting generator interconnection compliance activities.
- Experience with utility-scale transmission or generation projects.
- Familiarity with commissioning, energization, and operational turnover processes.
- Experience supporting audit readiness and compliance evidence development.
We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $55.00/hr. to $60.00/hr.
