The City of Bellevue’s Neighborhood Traffic Safety Services (NTSS) group in the Transportation Department is looking for a graduate-level student intern. This is a unique opportunity to help the city implement a brand-new Safe Routes to School Program through roadway design, project prioritization, and development of student-driven activities.

The ideal candidate is a graduate student and available to work at a minimum through the 2026-2027 school year (and beyond if still a student), part-time when school is in session (12-20 hours a week) and full-time (30-40 hours a week) during summer months and school breaks (if available). Candidates will have strong GIS and/or CAD experience, analysis, presentation, and verbal and written communication skills and be confident working independently and collaboratively. Safe Routes to School –The city recently launched a Safe Routes to School Program, which includes developing a comprehensive action plan, installing infrastructure around school areas, and delivering education and engagement activities related to school traffic safety. Your responsibility will largely entail assisting with these efforts through duties including but not limited to:
- Conduct and analyze public input, field observations, and GIS data
- Analyze city-wide road safety needs and develop preliminary scope for identified roadway improvement projects such as intersection daylighting, school zone signage, shortened crossing lengths, bike boulevards, and others
- Develop plans for and help implement student-led initiatives and staff-identified engagement activities, such as traffic gardens, walking buses, or a K-12 education dashboard
- Expand on our existing Action Plan by assisting with planning activities in scope areas not yet covered such as high schools and private schools, bus stops, and others
- Assist with the Bellevue SchoolPool program, including Walk to School/Bike to School Weeks
Neighborhood Traffic Safety Program —NTSS regularly responds to various transportation-related safety concerns through analysis and reporting to the community. Duties include but are not limited to:
- Update ongoing speed and volume study data in city mapping software
- Assist in the issuance of parking permits and facilitating the renewal of Residential Parking Zone (RPZs)
- Assist in the inventory and asset management of speed radar feedback signs
- Support the NTSS group on projects and other work items that arise, as needed
Knowledge, Skills, Abilities:
- Knowledge of Vision Zero, Complete Streets, and NACTO design concepts.
- Knowledge of roadway design principles and familiarity with the MUTCD.
- Experience with or interest in GIS software and/or CAD software.
- Ability to succinctly communicate results both verbally, written, and graphically to a range of audiences.
- Ability to provide excellent customer service when communicating with residents.
- Ability to work in a team environment or independently, including self-managing workload.
- Ability to understand and follow directions and discern when to ask for support.
- Ability to research projects, problem solve, and concisely present conclusions to diverse audiences.
- Ability to manage and complete projects within specified timeframes.
- Ability to navigate critical project thinking.
- Ability to establish and maintain effective working relationship with employees at all levels and the public.
- Knowledge in using Microsoft Office Word, Excel and Power Point.
Education, Experience, and Other Requirements:
- Must be enrolled and attending a graduate program with a target degree in civil engineering, urban planning, public administration or field of interest that complements the position.
- Interest in transportation safety.
- Interest in public service.
- Previous experience and interest with GIS and/or CAD.
- Must possess and maintain a valid driver’s license. Driving is a core duty of this role and employee must be able to operate a company vehicle.

This is a variable, non-exempt, non-union position.
Flexible/Hybrid Working:
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Definition of a Student Intern:
- Must be enrolled in a full-time, bona fide education program. Full time employees taking evening classes, those enrolled in one course, or those going to school periodically are not considered student interns.
- During the school year must be scheduled to work 20 hours or fewer per week.
- During special situations (i.e. specific internship programs through school) or during school breaks, can be scheduled to work more than 20 hours, up to full time, if appropriate.
- Must be terminated as a student intern when no longer associated with an education program.
- At-will for the duration of the student intern status.
