Under direct supervision and in accordance with County standard operating procedures and security policies, the microcomputer specialist deploys personal computer (PC) hardware, software, and peripherals in a network environment; installs, troubleshoots, maintains, and repairs County PCs and peripherals; and provides continuing onsite and telephone support to users.

Responsibilities include hands-on technical involvement in all phases of PC and peripheral life-cycle support, from deployment to retirement. Install, upgrade, troubleshoot, and maintain PC hardware, software, and peripherals. Assist with Help Desk phone coverage and travel offsite to provide our users with basic and intermediate technical support for use of authorized hardware, operating systems, and software.
Assist users with basic security concepts and best practices, as well as basic file sharing, permissions, and password maintenance. Assist with security maintenance and remediation through the use of authorized anti-malware and security software.
Use authorized systems to maintain detailed and accurate records of hardware and software inventory, and technical work done. Collaborate with Systems and Networking staff to obtain intermediate and advanced technical support for users. Continue professional development using County provided educational resources.

Assists managers with microcomputer purchases requests for hardware, software and services; purchases replacement parts. Maintains operational knowledge of Health Department’s mini-mainframe, electronic health record, servers and building infrastructure. Responsible for emergency preparedness activities related to technology including computers, radios and satellite phone. Assures connections for video conferences; provides technical support for meetings and workshops. Performs other related duties as assigned.
Knowledge of federal, state and county laws, rules, regulations, practices, and procedures related to information technology.
Knowledge of information technology hardware and software implementation and maintenance best practices.
Knowledge of information technology security methods and best practices.
Knowledge of technical PC operating system concepts, primarily on Microsoft Windows platforms.
Knowledge of technical PC hardware and peripheral installation, maintenance, and repair.
Knowledge of basic networking concepts and troubleshooting methods.
Knowledge of basic security and permissions management using a network directory infrastructure, primarily Microsoft Active Directory.
Knowledge of productivity software and groupware concepts and use.
Knowledge of basic help desk and technical support concepts and methods.
Knowledge of basic customer service and public relations practices.
Skill evaluating and planning the deployment of technology to meet user needs.
Skill analyzing customer/client needs.
Skill monitoring and troubleshooting microcomputer systems and related peripherals.
Skill providing technical support and training to end users.
Skill utilizing verbal and written communication to train and support end users in problem resolution.
Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.
Skill establishing and maintaining effective working relationships.
Skill effectively communicating in both oral and written form.
A Bachelor’s Degree in Computer Information Systems or Computer Science plus one (1) year of related work experience. Must possess a valid driver’s license.
OR
An Associate’s Degree in Computer Information Systems or Computer Science plus three (3) years of related work experience. Must possess a valid driver’s license.
OR
The equivalent of a high school diploma plus five (5) years of work experience Computer Information Systems or Computer Science. Must possess a valid driver’s license.
ADDITIONAL REQUIREMENTS:
Testing and certification may be required to demonstrate minimum knowledge, skill, and ability.
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
PHYSICAL REQUIREMENTS:
Work requires long periods of attention to detail, extensive computer keyboarding, and occasional lifting, bending, kneeling, stooping or crawling to install, maintain, repair, or connect personal computers and related peripherals weighing up to fifty (50) pounds; ability to drive an automobile.
