Working Title: Medical Reserve Corps (MRC) Program Coordinator

Direct Supervisor:Emergency Preparednessand Response (EPR) Manager

This part-time position (25 hours per week) serves as the Williamson County Medical Reserve Corps (Wilco MRC) Program Coordinator and supports volunteer operations through coordination, communication, and administrative oversight of program activities and operations. This position is responsible for maintaining volunteer records, coordinating meetings and trainings, supporting volunteer engagement and outreach efforts, and ensuring timely communication with MRC members. The role works closely with the Emergency Preparedness and Response (EPR) team to support alignment of volunteer activities with program priorities. The MRC Program Coordinator supports volunteer coordination functions during public health response activations and may assist in a coordination role as assigned. Works under general supervision with moderate latitude for the use of initiative and independent judgment. This position is funded through September 30, 2027. Continuation of employment beyond this date is not guaranteed.

Data Analytics/Assessment

  • Maintains accurate volunteer records, training documentation, and participation tracking with the Medical Reserve Corps (MRC) database.
  • Completes required reporting within the national MRC system, ensuring data is current, accurate, and submitted in a timely manner.
  • Tracks volunteer engagement, training participation, and program metrics to support program monitoring.

Policy Development/Program Planning

  • Coordinates day-to-day operations of the MRC program within defined scope and schedule
  • Ensures assigned tasks, communications, and program activities are completed accurately and within established timelines
  • Maintains organization of program materials, schedules, and communication tracking
  • Provides oversight of MRC program logistics, operations, and activities
  • Contributes to the development of program goals and objectives
  • Supports continuous improvement of program operations through feedback, organization, and process consistency
  • Works with EPR Team to support drills and emergency response activities

Communication and Cultural Competency

  • Serves as a primary point of contact for MRC volunteers for communication, coordination, and general program support
  • Maintains regular communication with volunteers regarding trainings, meetings, and engagement opportunities
  • Coordinates with internal staff, including collaboration with designated team members, to support timely development and distribution of MRC communications such as newsletters

Community Partnership

  • Establishes and maintains relationships with community partners and volunteer organizations to support outreach and engagement
  • Supports outreach efforts to recruit and engage volunteers in MRC activities

Other

  • Perform related duties as assigned
  • May participate on a WCCHD committee or task force
  • In the event of a public health emergency, employees may be called upon to support WCCHD’s response in ways that are outside the usual scope of their job responsibilities. This may involve working hours that are outside the employee’s usual work hours. Employees will not be required to perform duties that are outside of their competence or professional licensure
  • Bachelor’s degree from an accredited college or university with major coursework in Public Health, Emergency Management, or a related fieldrequired OR
    • Equivalent relevant experience in volunteer coordination, program support, public health, or emergency managementmay be substituted for the required education
  • Minimum of Two (2) years of experience in volunteer coordination, public health, emergency preparedness and response, oradministrative program support required
  • Intermediate or higher-level proficiency in using a computer and common software applications, including Microsoft 365 (e.g., Outlook, Word, Excel, Teams) required
  • Experience with volunteer management systems, databases, or reporting platforms preferred
  • CPR certified or willingness to obtain certification if not
  • Valid Texas driver license and access to reliable transportation to all assigned work locations

Environmental Factors:Works mostly in a well-lighted, air-conditioned office. May work in various WCCHD offices around the county and in a variety of community locations. Occasional work activities may be outdoors and, therefore, employee will be exposed to heat and cold. May have extensive contact with the public. May have contact with persons who may be infected with contagious diseases. Certain immunizations and/or TB skin test may be required. Tobacco/vapor-free workplace.

FLSA Status:Non-Exempt

Locationand Hours:355 Texas Ave, Round Rock, Texas; General operational hours 8:00 am – 5:00 pm, M-F; FTE .625 at 25 hours/week. Position eligible for flexible schedule and/or telecommuting. While eligible for remote work after the 6-week probationary period, may be required to be onsite on planned remote days (i.e., required in-person meetings, on-site trainings, emergency response efforts). This position may be subject to travel. Work may require occasional early morning, evening, weekend, and/or holiday hours. Extended hours may be required in the event of a public health emergency.

Job Performance Evaluation:The employee will be evaluated at least annually, but more often if warranted.
