The City of Monterey Park is now hiring for the part-time position of Media Specialist in the City Manager's Office.



This recruitment will be open on a continuous basis with applications reviewed bi-weekly.

The Media Specialist is a part-time position assigned to assist in the creation, development, scheduling, programing and administration of television, cable, digital, social and emerging media communications; coordinates with departments on digital communications using the City's website, social media, and other digital resources; performs a wide variety of duties relating to the production of cable TV broadcasts and recording of special events; and performs other duties as assigned. This position will require working evenings, weekends, holidays, and special events. This may require you to work in inclement weather.

The part-time Media Specialist will be required to primarily work city council meetings and city events, working up to 20 hours per week. City council meetings are the 1st and 3rd Wednesdays of every month, requiring the part-time Media Specialist to report at 5:30 p.m. until conclusion of the council meetings on these evenings. The City hosts multiple city events throughout the year including Cherry Blossom Festival, Play Days, Lunar New Year Festival, Resiliency Day, Pride Parade & Festival, Monster Mash, and Holiday Snow Village, some scheduled on weekends.

The duties of a part-time Media Specialist may include, but are not limited to the following:
  • Assists with the live broadcast and recording of meetings and other proceedings by setting up and operating video switchers, remote cameras, wired/wireless microphones, audio systems, video recorders, graphics, lights, video projection systems, Granicus streaming equipment, Zoom meetings, YouTube live streaming, OBS, Tightrope Cablecast, Wordly systems, and other video and meeting technology, and with troubleshooting of said equipment.
  • Assists other city staff with meeting room setup, equipment setup, meeting tech questions or problems. Answers questions from the public as needed.
  • May independently produce, shoot and edit coverage of events such as the Lunar New Year Festival, Cherry Blossom Festival, City Birthday/Play Days Carnival and business ribbon cutting events by selecting appropriate equipment, preparing equipment, attending events, shooting footage, selecting and interviewing members of the public, and editing the project through the final approval process.
  • Assists with social media posts by creating video and still images, captions, alt text descriptions, and music; posts to social media channels using Metricool.
  • Assists with the development, scripting, planning, scheduling, shooting and editing of public service announcements.
  • Assists with the creation of MPK-TV digital signage messages using Cablecast Tightrope, Canva, or Photoshop.
  • Assists in developing and implementing strategies to promote the City using social and other emerging media technology.
  • Performs other duties as assigned.
IDEAL CANDIDATE
An ideal candidate will have the following traits and skills:

  • Familiar with live government meeting broadcasts and technology such as Tightrope Cablecast, Granicus streaming, Zoom, video projection systems, social media live streaming, video switchers, audio mixers and microphones, PTZ cameras, studio lighting, video recorders; government access cablecast procedures and programming for cable TV, social media and digital signage; broadcast quality video cameras and audio recorders, and Adobe Creative suite editing and encoding.
  • Interested in general public service and engaging with community
EDUCATION AND EXPERIENCE
  • High School Diploma or GED is required.
  • Bachelor's degree from an accredited college or university in Journalism, Television Production, Communications, or a related field is highly desirable.
  • One (1) year of part-time work experience in the field of cable television, public relations, and marketing, or managing the operation of a local cable television channel within a public or private organization is required.
  • Two (2) years of part-time work experience in the field of cable television, public relations, and marketing, or managing the operation of a local cable television channel within a public or private organization is highly desirable.
  • Experience with performing technical video production and computer graphics works is required.
LICENSES AND CERTIFICATION
A valid California Class 'C' Driver's License and a satisfactory driving record is required at the time of appointment and as a condition of continuing employment.

Physical Demands: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. May occasionally climb, use ladders, and be in tight spaces. The position requires finger dexterity, grasping, repetitive hand movement, fine coordination to operate computer hardware, standard office equipment/ video production equipment, camera equipment, and reach with hands and arms above and below shoulder level. The employee frequently lifts equipment typically weighing up to 50 pounds, pulls, pushes, and carries equipment typically weighing up to 100 pounds and over uneven surfaces and extended distances. Additionally, sensory demands include the ability to talk and hear. The position requires near and far vision and the ability to adjust focus in reading written work-related documents, video production, and text. Acute hearing is required when operating video and audio equipment and production.

Mental Demands: While performing the duties of this class, the employee must be able to use written and oral communication skills; read analyze, and interpret data, specifications, and documents; learn and apply new information or new skills; and interact with City staff, management, and the public.

Work Environment: The employee works in an office environment with controlled temperature settings. The employee occasionally travels to different worksites for events and assignments. May work outdoors and be exposed to variable weather conditions, loud noise, and bright and/or flashing lights.
