Overview

FWI is building a team to support the US Census Bureau's 2030 Decennial Census lifecycle by establishing, maintaining, and managing an Integrated Master Schedule across 100+ projects spanning multiple years. As a Master Scheduler, you will develop, integrate, baseline, and maintain the 2030 Census Integrated Master Schedule using Oracle Primavera P6 and Microsoft Project Server in accordance with GAO scheduling best practices.

Work Schedule and Location:

Onsite: This full-time position will work Monday through Friday during core hours of 7:00 AM to 5:30 PM EST at USCB Headquarters in Suitland, MD. Some hybrid work may be authorized.

Responsibilities

  • Own the development, integration, and maintenance of the 2030 Census Integrated Master Schedule (IMS) — a complex, multi-year schedule encompassing 100+ individual project and system schedules
  • Build and baseline resource-loaded schedules in Oracle Primavera P6 and Microsoft Project Server following GAO scheduling best practices
  • Lead weekly schedule status meetings with stakeholders across the Decennial Directorate to track progress and resolve issues
  • Analyze critical path, schedule variances, resource needs, dependencies, and risks on an ongoing basis
  • Conduct Schedule Risk Analysis using Monte Carlo simulation methods to support data-driven decision making
  • Produce weekly and ad hoc reports on schedule health, including GAO Best Practices and DCMA 14-point assessments
  • Manage schedule change requests through the established Census Bureau change management process
  • Support Decennial governance boards including the Program Management Governance Board, Risk & Issue Board, and Change Control Board
  • Develop and maintain the Schedule Management Plan and supporting process documentation
  • Provide training and guidance to schedule stakeholders at all levels on IMS tools, processes, and best practices

Qualifications

Required:

  • PMI-SP Scheduling Professional Certification OR AACE Planning and Scheduling Professional (PSP) Certification – REQUIRED
  • Demonstrated experience using Primavera P6 and Microsoft Project to develop, baseline, and monitor schedules
  • Demonstrated experience leading teams to integrate multiple project schedules into an IMS
  • Experience managing and implementing multiple baselines over a 5+ year lifecycle using rolling wave concepts
  • Demonstrated experience developing a product-oriented WBS
  • Excellent written and oral communication skills
