Northwestern State University is seeking qualified applicants for the position of Manger of Facilities Services.

Position Summary:
The Facilities Services Manager is a working supervisory position responsible for the oversight, administration, and execution of the university's landscape (grounds), custodial, and waste disposal service contracts, while also directly supervising a small in-house facilities support team.
This position serves as the university's primary point of accountability for contractor performance across multiple service areas, ensuring that landscape, custodial, and waste disposal services are delivered in accordance with contract requirements, service levels, and campus expectations. The Manager is responsible for conducting routine inspections, addressing deficiencies, coordinating with contractor leadership, and verifying work prior to invoice approval.
In addition to contract oversight, this role directly supervises three (3) Maintenance Repairmen and one (1) Equipment Operator, utilizing in-house staff to supplement contracted services, address performance gaps, and support campus operational needs.
This position will recommend hires, promotions, monitor employee time and attendance, and conduct annual CPM's for classified employees.
This is a highly visible, field-based position requiring daily presence across campus to ensure quality, responsiveness, and accountability in all service areas.

  • High school diploma or GED
  • 3-5 years of supervisory, facilities, or contract management experience
  • Valid driver's license
Preferred:
  • Experience managing service contracts (grounds, custodial, or similar)
  • Experience in higher education, municipal, or large campus environments
  • Knowledge of landscape maintenance and custodial service standards
Working Conditions and Physical Requirements
  • Primarily field-based position with daily outdoor and indoor inspections required
  • Frequent walking across campus and active supervision of work sites
  • Exposure to heat, humidity, and varying weather conditions
  • Ability to perform physical tasks and lift up to 50 pounds as needed

Contract Oversight & Administration-Landscape Contract
  • Serve as the primary administrator of the university's landscape/grounds maintenance contract
  • Monitor contractor performance to ensure compliance with contract terms, specifications, and service expectations
  • Conduct routine field inspections to evaluate quality, productivity, and adherence to standards
  • Identify deficiencies and ensure timely corrective action
  • Coordinate directly with contractor leadership regarding staffing, scheduling, and service delivery
  • Review and approve invoices based on verified completion of work
  • Ensure campus grounds, landscaping, and exterior areas meet university appearance standards
Custodial Service Contract
  • Oversee all aspects of the custodial services contract across campus facilities
  • Perform regular inspections of buildings to evaluate cleanliness and contract compliance
  • Address service deficiencies and enforce accountability with contractor leadership
  • Coordinate staffing adjustments, service schedules, and special cleaning needs
  • Review and approve invoices based on performance and contract deliverables
  • Serve as the primary liaison between Facilities and custodial service provider
Waste Disposal Services Contract
  • Serve as the primary administrator for all university waste disposal and solid waste collection contracts
  • Oversee contractor performance for trash collection, container servicing, recycling (if applicable), and special waste handling
  • Monitor service frequency, container placement, and campus coverage to ensure operational efficiency
  • Conduct routine inspections of dumpster sites, compactors, and waste collection areas to ensure cleanliness, safety, and compliance
  • Coordinate with contractors on service schedules, missed pickups, overflow issues, and emergency service needs
  • Track and manage multiple service locations and contract types, including main campus and satellite locations
Field Leadership & In-House Operations
  • Maintain a consistent field presence to monitor contractor activities and campus conditions
  • Provide hands-on oversight to ensure work is executed efficiently and to university standards
  • Supervise and direct the daily activities of three (3) Maintenance repairmen and one (1) Equipment Operator
  • Assign and coordinate work tasks to support both routine operations and special projects
  • Utilize in-house staff to supplement contracted services and address service gaps
Grounds Support & Campus Appearance
  • Oversee pressure washing of campus buildings, sidewalks, and hardscape areas
  • Ensure proper maintenance and appearance of flower beds, landscaped areas, and campus grounds
  • Coordinate seasonal planting and campus beautification efforts
  • Identify areas requiring improvement and ensure corrective action is taken
Moving and Campus Support Services
  • Coordinate with custodial services to ensure adequate staffing and availability of moving crews to support and execute requests for major campus functions
  • Oversee execution of moving operations to ensure efficiency and, minimal disruption
  • Support setup and breakdown of campus events as needed
Campus Support & Emergency Response
  • Respond to weather-related events and emergency situations impacting campus operations
  • Assist in campus recovery efforts following storms or other disruptions
  • Provide support for special events and high-visibility campus activities
