Overview
The Clinical Services Manager reports to the Director of Behavioral Medicine and is responsible for the management and oversight of all inpatient Behavioral Medicine Clinical Program Services and the Central Intake Department and regularly collaborates with nursing leadership. The Central Intake Department is responsible for all persons in the Emergency Department seeking psychiatric services, conducting assessments, and responding to all inquiries for services. The Manager makes and supervises treatment recommendations based on clinical presentation and established guidelines and ensures appropriate recommendations are presented to the psychiatrist and Emergency Department providers for disposition. The Manager develops and supervises effective admission and referral processes. This leader assesses, coaches, and develops team skills in assessment, patient and family interaction, and overall therapeutic care. May provide direct care for various patient populations including children, adolescent, adult and geriatric. Supervises care provided by licensed and non-licensed clinical staff based on defined standards of patient care and practice.
Supervisory Responsibility
Will provide supervision to clinical assessment staff; and perform in an advisory capacity to client staff supporting the behavioral health program.
Position Type/Expected Hours Of Work
This is a full-time position, and hours of work and days are subject to the needs of the Program which operates on a 24 hour; seven days a week basis. Please refer to Riverside's Attendance and Punctuality policy for additional direction on shifts, holidays and attendance.
Essential Duties
- Assumes personal responsibility for obtaining and maintaining professional development and education
- Utilizes management, financial, regulatory, and clinical systems knowledge to assess market needs, functioning of units/services, programs, and staff; uses data from a variety of sources to track, trend, analyze and synthesize performance indicators
- Develops staff assignments and scheduling of staff and maintains time keeping system for direct reports
- Partners with the Education Department in establishing training/competencies for staff and maintains curriculum
- Pursues and implements program ideas, responding to community/market need, regulatory changes, patient service needs and quality service demands
- Coordinates operations of services to assure adequate professionals are available to achieve this objective
- Engages in marketing and community relations activities to promote program and services
- Assesses referrals, as appropriate to determine clinical appropriateness and level of care recommendations
- Provides oversight of human and fiscal resource utilization and financial performance maintaining budgetary and safety guidelines
- Accepts participation in special projects, other duties and appointments to hospital/local/regional committees as appropriate In conjunction with the Director of Behavioral
- Medicine, sets expectations for standards of inpatient practice - developing, and implementing ongoing programs to measure, assess, and improve the delivery of quality of patient care
- Ensures program compliance with all federal and state regulations. Stays abreast of regulatory changes impacting the provision of
- Maintains schedule for filing court paperwork and hearings. Works closely with court personnel to maintain good relationships care and continually monitors CMS, TJC, DNV-GL and other prevailing governing bodies for most current guidance and trends. Modifies the program on an ongoing basis to ensure full compliance with statutes as well as optimal patient outcomes
- Provide individual and group supervision to case managers, clinicians, education staff, and team leaders
- Promote clinical excellence for direct care staff through continuing education, staff development, and care team model
- Support quality improvement audits and activities. Assists in the development of clinical programming documentation, policies and procedures
- Integrate clinical programming, interventions and tools. Support compliance with payer requirements, regulatory guidelines, and accreditation standards
- Assist in tracking and monitoring clinical services, volumes, quality measures and outcomes
- Demonstrates understanding of the action and side effects of psychotropic medications
- Develops and maintains positive working relationships and with various stakeholders across the service line and organization.
- Collaborates with Emergency Department staff and leadership to provide high quality patient care.
- Partners with Behavioral Medicine and Emergency Department leadership to track and monitor established key performance indicators and engage in quality improvement initiatives to optimize outcomes.
- Demonstrates leadership in developing processes and workflows, policies, plans of correction, and management of staff.
- Possesses knowledge and skills required to assess risk, complete behavioral health assessments, and determine appropriate level of care.
- Ensures documentation is completed in a timely manner and according to established documentation requirements and standards.
- Demonstrates effective crisis intervention and de-escalation skills with Behavioral Health patients and families.
- Develops and maintains working knowledge of community resources for Behavioral Health.
- Serve as liaison across units, departments, and the community to promote access and continuity of care for Behavioral Health patients.

Responsibilities
Required Education/Licensure:
- Master's degree in Social Work, Psychology, or related field required
- LSW or LPC required
- CPR certification required
- Crisis prevention certification as required prior to working on the unit
Preferred Education/Licensure
- LCSW or LCPC required within 1 year of hire
Required Experience
- Minimum of 2 years of leadership experience preferred
- Ability to make decisions under pressure
- Ability to manage stress appropriately and channels concerns appropriately
- Demonstrates good judgement in handling situations not covered by written or verbal instructions
- Proficient in applicable software applications, including Microsoft Office

Pay Range
USD $40.90 - USD $54.20 /Hr
