The primary purpose of this position is to assist the Director or Assistant Director of Financial Services in managing activities and personnel of a functional division within the Financial Services Department; to perform various, high-level accounting and auditing functions of the Financial Services Department, and assist in the preparation of the annual audits and financial statements. Responsible professional accountancy, financial and managerial work in developing, organizing and directing the fiscal activities for the Office of Clerk & Comptroller. The position is directly responsible to the Director or Assistant Director of Financial Services and is expected to function in his/her absence.

  • Act as primary support to the Financial Services Department in the administration of the organization's policies and procedures. Assist in directing and coordinating operational activities of the Financial Services Department using accounting principles and practices. Assist in establishing and maintaining financial objectives and policies.

  • Plan, direct, and supervise work of teammates of the Department in all functions and activities of an assigned division. Act under the authority and responsibility delegated by the Clerk & Comptroller or designee. Supervise and assist subordinate staff in work performance; assist subordinates in day-to-day problems and personnel counseling.

  • Design and update procedures. Establish timetables to meet department objectives in accordance with Florida Statutes, Generally Accepted Accounting Principles (GAAP), contractual requirements, policies and other regulations. Compile fiscal estimates and prepare fiscal reports as may be required. Responsible for the accurate and timely preparation and submission of required reports including management, Pasco County Board of County Commissioners, State, and Federal reports.

  • Assist in preparation of budgets and financial forecasts/projections; assist in the preparation of the annual budget; review budget requests; compile statistical data; calculate revenue projections and gather information for operational requirements; maintain data to justify budgetary enhancements; and perform needs assessments for requests for new equipment, supplies, and personnel.

  • Maintain communication between Pasco County agencies and the Clerk & Comptroller's Office, obtaining relevant fiscal information for timely processing of payments, bond decisions and budget amendments. Attend seminars and training sessions to keep abreast of current trends and practices in field of expertise; review current and revised laws to ensure compliance; and recommend new procedures and methods for implementation.

  • Assist in the preparation of year-end financial statements and audits, including audit schedules and responses to audit comments. Review Board of County Commissioners meeting documents for matters related to financial transactions and determine appropriate accounting and reporting treatment to ensure compliance with statutes, policies, and guidelines.

A valid Florida Driver's License may be required for some positions.

Unless otherwise noted, applicants must have a minimum of a high school diploma or possession of an accredited equivalency diploma, in addition to the direct experience required, and the ability to pass skills testing (such as typing, spelling, math, and grammar) within one (1) year. Preference is given to candidates with experience in a government entity performing similar functions.

This position requires eight (8) years of direct experience in job functions including at least six (6) years of progressively responsible experience leading teams in a professional customer service environment.

A postsecondary degree may be substituted for direct work experience if a candidate is otherwise qualified for the position. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of a postsecondary degree in lieu of direct experience is authorized as follows:

(a) Two years of direct experience can be substituted with an associate degree;
(b) Four years of direct experience can be substituted with a bachelor’s degree;
(c) Six years of direct experience can be substituted with a master’s degree;
(d) Seven years of direct experience can be substituted with a professional degree; or
(e) Nine years of direct experience can be substituted with a doctoral degree.

SPECIAL QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of generally accepted accounting principles (GAAP) applicable to state and local governments, including standards issued by the Governmental Accounting Standards Board (GASB), applicable Florida Statutes, and Florida Department of Financial Services rules and guidelines governing governmental accounting and financial reporting.
  • Knowledge of principles and practices of accounting.
  • Knowledge of governmental accounting theories and practices.
  • Knowledge of automated accounting systems.
  • Knowledge of the principles and processes for effective, professional customer service.
  • Computer skills for word processing, spreadsheet, database, and accounting software.
  • Ability to direct and supervise clerical and professional staff in the performance of accounting functions and for ensuring the accuracy of the work product.
  • Ability to maintain good working relationships with teammates, members of outside organizations, and various County and State agencies.
  • Ability to remain calm under stressful situations and handle professionally, courteously, and efficiently.
  • Ability to provide technical assistance or training to clerical and/or professional personnel through verbal/written instructions, presentations, or work performed.
  • Ability to comply fully with all federal and state privacy protection laws and regulations.
  • Ability to comply with legal advice restrictions for the Office of Clerk & Comptroller.
  • Ability to establish and maintain effective working relationships with the Clerk & Comptroller, administrative staff, vendors, and Clerk & Comptroller's teammates.

PHYSICAL AND COGNITIVE DEMANDS

The work is typically sedentary which requires sitting for long periods of times, exerting up to 10 pounds of force occasionally and/or negligible amount of force to lift, carry, push, pull, or otherwise move objects, including the human body. The work may require exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Additionally, the following physical and cognitive abilities are required:

  • Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Visual Acuity: Have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, and/or extensive reading.

WORK ENVIRONMENT

Work is performed primarily indoors at one or more of our office locations in Dade City and/or New Port Richey. Travel may be required for meetings or training opportunities.
