THE POSITION

The City of Santa Barbara City Administrators Officeis seeking a dynamic, analytical and highly accomplished individual to serve as a Local Government Management Fellow. This position will be for a minimum of one year with the possibility of extension.Reporting to the Deputy City Administrator, this position is expected to perform a wide variety of administrative and analytical support duties; to participate in administrative processes, procedures and programs; and to provide information and assistance to the public regarding assigned programs and services.

This position participates in the International City Management Associations Local Government Management Fellowship Program. Per the program requirements, we are seeking a candidate who demonstrates the following:

  • Be a recent graduate or student enrolled in a public administration, public policy, or related field master's degree program.
  • Satisfy all of the requirements for their degree program by August 31 of the year of the fellowship.
  • Have no formal local government management work experience.
  • Be eligible to work in the United States.

Be highly analytical, customer service oriented and highly interested in a career in public service.

Hybrid/Flexible Work Schedule:

This position has the flexibility to work a hybrid schedule. Schedules are dependent upon operational needs and are subject to change. Details of teleworking considerations can be addressed during the interview process.

Knowledge of:

  • Methods of research, program analysis, and report preparation.

Ability to:

  • Perform administrative and analytical support duties for an assigned department.
  • Understand the organization and operation of the assigned department and outside agencies.

  • Research, analyze, and evaluate programs, policies, and procedures.
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Prepare clear and concise reports.
  • Work independently in the absence of supervision.
  • Independently prepare correspondence and memoranda.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work effectively as part of a team.
  • Use personal computers, including word processing, spreadsheet, database, and presentation applications.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities
  • Plan, coordinate, and organize major studies or projects.
  • Prepare and present reports orally before policy and decision-making bodies.
  • Read and interpret complex legislation and regulations.
  • Design and conduct research projects.
  • Develop and implement policy decisions and accomplish intended results.

  • Cost labor proposals.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Two (2) years of progressively responsible administrative and analytical experience, preferably in a government environment.

Education and/or Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration or a related field. Completion or near completion of a graduate degree in a highly related area may substitute for the required experience.
