The County Executive Office is currently seeking a team-oriented, local government professional to join our team of Management Analysts.

The ideal candidate for this position will have experience or education in the types of programs or issues facing county governments including performing administrative, analytical, budgetary, fiscal, accounting, policy or program work requiring analysis and interpretation of information. The ideal candidate will have a high degree of personal integrity and display honesty and approachability. The position requires an individual with exceptional interpersonal skills and strong analytical abilities. Additionally, the ideal candidate will be an effective communicator, able to present ideas and concepts clearly, both verbally and in writing.

This position is at-will and serves at the pleasure of the Chief Executive Officer.


About the County Executive Office

The Chief Executive Officer is the County's chief administrative officer, responsible to the Board of Supervisors for overseeing the day-to-day management and coordination of the county operations. The County Executive Office provides overall leadership, administrative direction, and budget management and coordinates the work of all County offices and departments, both elected and appointed, ensuring efficient and effective services and positive outcomes.

Management Analysts work as part of a team to support the Chief Executive Officer in the departmental liaison role, budget analysis and preparation, day to day operations and special Countywide projects. The County Executive Office emphasizes a collaborative leadership approach and positive work environment and seeks individuals who possess exceptional interpersonal skills along with the ability to maintain a calm, fair and impartial demeanor in their work with County departments and the general public.


This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may also be used to fill current and future full-time, part-time, limited term, and extra help vacancies for up to one year.

Memorandum of Understanding (MOU) Agreed Salary Increases and Winter Time Off:

  • 3.5% COLA increase effective 7/1/2026

  • 32 hours of Winter Time Off


POSITION REQUIREMENTS

Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Management Analyst II ($55.01- $66.71/hour)

Experience:
Two years of responsible experience performing administrative, analytical, budgetary, fiscal, policy or program work requiring analysis and interpretation of data at a level comparable to a Management Analyst I with Napa County.

Education:
A Master's degree in public policy, public administration, business administration, economics or a related field that includes a curriculum of economics, statistics, public finance, and policy analysis is preferred.


Senior Management Analyst($63.56- $77.06/hour)

Experience:
Four years of progressively responsible experience performing local government administrative, analytical, budgetary, fiscal, policy or program work requiring analysis and interpretation of data including at least two years at a level comparable to a Management Analyst II with Napa County.

Education:
A Master's degree in public policy, public administration, business administration, economics or a related field that includes a curriculum of economics, statistics, public finance, and policy analysis is preferred.


Principal Management Analyst($73.44- $89.10/hour)

Experience:
Six years of progressively responsible experience performing administrative, analytical, budgetary, fiscal, policy or program work requiring analysis and interpretation of data, including at least two years at a level comparable to a Senior Management Analyst with Napa County and experience in a central administrative office, two years of local government project coordination or program management experience, and experience dealing with elected governing boards.

Education:
A Master's degree in public policy, public administration, business administration, economics or a related field that includes a curriculum of economics, statistics, public finance, and policy analysis is preferred.

License or Certificate*:
Possession of a valid driver's license.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Special Qualifications:
Persons employed in this class must be willing to work evenings, weekends, and holidays as required.
