The City of Roanoke is currently seeking an energetic, dedicated team player to fill a vacant Maintenance Tech III (Right-of-Way Tractor Crew Operator) position in our Department of Public Works - Transportation Division.
A Right-of-Way Tractor Crew Operator with the City of Roanoke is responsible for vegetation maintenance within City Rights-of-Way including: mowing on a 28-day cycle, herbicide/fertilizer application, and landscape maintenance and renovation. Must coordinate and maintain daily work schedules and track job progress, inspect work sites and enforce all safety standards including work zone safety. Must have excellent problem solving, decision making, verbal and written skills, and team leadership ability that results in successful outcomes. Candidates must have a background in medium-to-heavy equipment operations.
Candidate must have the ability to use various computer hardware such as desktops, laptops, and mobile devices as well as various software platforms such as Microsoft Office Suite, QAlert, ArcGIS, and VueWorks. Position operates heavy and light equipment during snow removal efforts and may be involved with special events and other emergency tasks, including some nights and weekends, as needed. High school diploma or general education degree (GED) and 3 to 5 years' experience and/or training in equipment operation, mowing, applying herbicides, applying fertilizer, and other landscape maintenance tasks or equivalent combination of education and experience. Must be able to obtain a valid Class B CDL license within 6 months of employment with air brake and tanker endorsements. Must be able to obtain a Registered Technician Pesticide certificate and Certified Fertilizer Applicator Certificate within 12 months of employment. Completion of other tasks and jobs supporting the division may be assigned.

Performs skilled work in the operation or repair of several types of motorized equipment or maintenance of facilities and/or equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following depending on area of assignment. Other duties may be assigned.
Discuss job requirements and receives detailed instructions from supervisor
Inspects work in progress to ensure conformance with instructions
Makes and adjusts work assignments
Requisitions necessary equipment and materials
Maintains accurate log sheets and checklists
Operates tractor trailer, street sweeper, bulldozer, heavy front-end loader, crane and chipper, excavator, large motor grader in leveling ground surfaces, street and construction repair
Operates heavy and light equipment in snow removal
Inspect new and existing stormwater infrastructure using an onboard computer system to remotely operate a camera and tractor system and overlay information on screen, to be recorded on a laptop for later printing and importing into an asset management database.
Diagnoses, adjusts, repairs and services a wide variety of medium and heavy automotive and specialized equipment including diesel or gasoline engine equipment, air compressors, pump apparatus and aerial truck hydraulic systems
Makes repairs and renovations to fields and grounds including mowing, mulching, aeration, grading, seeding, and sodding
Requisitions parts and materials used in the repair of motor equipment
Inspects equipment for proper safety and ensures that truck is equipped with all necessary equipment for the day's assignment (i.e. water cooler, fist aid kit, safety flares, etc)
Performs journey-level trades work in one of the following areas: carpentry, HVAC, electrical, plumbing, and/or welding
Performs carpentry work, building cabinets, benches, barricades, and other items
Trains and instructs subordinates
Assists with special events, snow removal and other emergency tasks, including some nights and weekends, as needed
Knowledge of pertinent rules and regulations, guidelines, safety orders, departmental operating procedures and safety regulations sufficient to insure that work is performed in compliance with applicable law.
Enforces sound safety and housekeeping practices.
Follows safety rules/procedures; avoid known hazards in the work environment.
Reviews safety procedures before beginning each job with known hazards.
Safety first. Places avoidance of injury or property damage above all other job requirements.
Follows established safety procedures.
May be required to wear some type of respiratory protection in the performance of their duties
SUPERVISORY RESPONSIBILITIES Will supervise in the absence of the Maintenance Technician IV Crew Lead, in accordance with the organization's policies and applicable laws.

REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS Depending on area of assignment, may require possession of appropriate class A, B or C commercial driver's license with specific endorsements. May require journey-level license in an area of skilled trades. May be required to qualify for certification as a State Inspector.
