The City of Virginia Beach is hiring a skilled and dedicated Maintenance Engineer - Building Automation and Energy Systems.
In this role, the Maintenance Engineer - Building Automation and Energy Systems will:
- Implement energy optimization strategies by continuously monitoring City BAS/DDC systems to ensure reliable operation, proper sequencing, alarm functionality, energy
efficiency, and peak-demand management. - Multiplatform BAS/DDC knowledge with the ability to maintain and optimize different BAS/DDC systems, including Siemens, Johnson Controls Metasys, Tridium Niagara, and other platforms.
- Integrate and troubleshoot BAS/DDC systems using BACnet, LonWorks, Modbus, IP-based networks, and other data integration platforms to support reliable system
communication and interoperability. - Maintain accurate HVAC and lighting schedules, including holidays and other adjustments.
- Audit and validate control programming to identify performance issues, including control programming, sequences of operation, alarms, schedules, and graphical user
interfaces. - Identify and report equipment repairs, maintenance issues, and operational inefficiencies: coordinate repairs with contractors and/or generate corrective
maintenance work orders within the City’s CMMS. - Leverage energy monitoring systems to track and manage energy use, coordinate with utilities on power outages and restorations.
- Establish peak-demand alarms and review system setpoints during high-demand periods to identify opportunities to reduce peak-demand charges and support demand-response programs.
- Identify, implement, and integrate smart lighting controls, smart thermostats, occupancy sensors, daylight-harvesting systems, and other technologies to improve
HVAC and lighting efficiency. - Support commissioning and re-commissioning of both new and existing facilities to Identify inefficiencies and operational issues prior to and after substantial completion.
Support capital projects by reviewing and interpreting mechanical drawings, controls diagrams, specifications, P&IDs, and sequences of operation, and by providing standards.
development, design review, controls coordination, startup, commissioning, graphics development, testing, and final system validation. - Coordinate system modifications, software updates, and configuration changes as required.
- Maintain project and issue tracking systems, records, and reports related to building mechanical and lighting systems and their designs.
- Develop and deliver training programs for facilities staff, technicians, and managers on BAS operation, energy efficiency, and system optimization.
- Record, catalog, and maintain training materials for onboarding and workforce continuity.
- Serve as a technical liaison with management, vendors, contractors, utilities, and other internal City departments.
- Demonstrate strong verbal and written communication skills with technical and non-technical stakeholders.
- Serve in a critical operational role during severe weather events and emergencies by monitoring and coordinating responses to building system outages.
- Successful completion of a pre-employment physical.
- Must have a current and valid driver’s license.
Qualified Candidates will have the following:
Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in commercial HVAC controls, BAS programming,
installation, and/or industrial automation; or any combination of experience and training which provides the required knowledge, skills, and abilities.

Minimum Requirements:
MINIMUMS: High school or GED plus eight (8) years in the field of heating and air conditioning in positions such as HVAC Maintenance Superintendent, HVAC Maintenance Supervisor, or Heating/Air Conditioning/Refrigeration Mechanic; or any combination of experience and training which provides the required knowledge, skills, and abilities. Must have a valid Virginia drivers license.
Depending on position, Universal Refrigeration Certificate & Masters HVAC License; OR Master Electricians license required. May require three (3) of which have been in a supervisory capacity.
SPECIAL REQUIREMENTS: Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. This is a safety sensitive position and is subject to mandatory drug testing. Positive drug test results may result in counseling and/or discipline, up to and including, termination. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. Preferences:
A bachelor’s degree in Controls/Automation Engineering, as well as NICET certification (Controls, Electrical, or Fire Alarm).
Certification in Siemens Desigo, Tridium Niagara, or comparable BAS platforms.
HVAC technical school training or certifications.
Journeyman HVAC License.
Master Programmer designation.
Subject matter expertise in BAS/DDC programming, graphics configuration, alarm management, and multi-platform system integration.
Proven experience leading energy optimization initiatives and performing commissioning and re-commissioning of complex HVAC and building automation systems.
Expert knowledge of commercial HVAC systems, BAS/DDC platforms, HVAC control strategies, and building automation principles, with strong diagnostic, troubleshooting, and analytical skills.
