Role Overview:

The LSA Oversight and Project Based Voucher Manager contributes to fulfilling the IHCDA mission and meeting strategic and annual operation and program goals by overseeing day-to-day processes of Local Subcontracting Agencies (LSAs) for the Housing Choice Voucher and Project Based Voucher programs.

As a member of the Real Estate Development Department, the LSA Oversight and Project Based Voucher Manager takes the lead in identifying areas for improvement in management of LSAs for the Housing Choice Voucher programs and PBV portfolio, promotes customer service and a continuous improvement philosophy among employees, and demonstrates leadership in interacting with all constituents, both internal and external.

The salary for this position is commensurate with education or work experience.

Oversight Responsibilities:

• Coordinate and manage the daily responsibilities of the PBV programs and PBV portfolio, including supervision of applicable staff.
• Hold employees accountable for meeting goals and assignments and take appropriate steps when problems occur.
• Provide ongoing coaching and training to LSA staff.
• Lead team continuous improvement activities, including tracking of metrics.

Policy and Process Responsibilities:

• Coordinate with Chief Real Estate Development Officer (CREDO) and Director of Housing Choice Programs to develop and maintain the following policy documents: HCV Administrative Guidebook for Local Subcontracting Agencies (LSAs) and Project Based Voucher Guidebook for Property Managers
• As needed, research statutory and regulatory changes and HUD guidance.

Programmatic Responsibilities:

• Serve as primary point of contact for PBV staff and PBV Property Management staff.
• Conduct frequent meetings and trainings with LSAs.
• Assist with onboarding and training of new LSA and PBV staff.
• Track LSA performance and compliance with contractual obligations.
• Build and maintain professional relationship with Partners and vendors.
• Provide training for PBV and LSA staff on program rules and regulations.
• Oversee and enforce compliance for LSA staff that administer HCV program.
• Lead LSA staff on continuous improvement activities, including tracking of metrics. · Monitor, respond, and maintain Section 8, AskHCV Team, PBV, and Section Waitlist mailboxes.
• Advise LSA and PBV caseworkers on various program requirements including informal hearings, complaints, and NSPIRE inspections.

Miscellaneous Responsibilities:

• Positively represent IHCDA on various external committees and speaking engagements
• Positively represent IHCDA at groundbreaking and grand opening ceremonies
• Attend and participate in department meetings, events, retreats, etc.
• Submit weekly division update report to Director of Housing Choice Programs
• Other duties as assigned by CREDO or Director of Housing Choice Programs

Bachelor’s degree required. Preferred in finance, business, public administration, public policy, planning, real estate development, or social work.

Preferred Experience:
• 2-4 years relevant job experience in the field of affordable housing, supportive housing, rental assistance administration, real estate development, real estate finance, multifamily property management, community development, or other experience related to dealing with issues of affordable housing and/or homelessness.
• Experience with Housing Choice Vouchers, Section 8 Project Based Rental Assistance, or other federal rental assistance programs, with applicable trainings and certifications

Required Certifications:
• Certification as a Housing Choice Voucher Specialist, and NSPIRE Inspector required within first year of employment
