About the Role
The Learning Management System (LMS) Course Specialist supports the USAFCoE/Fort Sill learning environment by serving as the ATIS/Blackboard subject matter expert for Army Distributed Learning. The role is responsible for creating and sustaining LMS courses, monitoring course stability and performance, supporting course framework design, training instructors and course managers on LMS functions, troubleshooting manager-level ATIS issues, managing user enrollment and access, and producing recurring Blackboard usage and availability reports with recommendations for upgrades and enhancements. Blackboard is the current LMS platform, but the contractor must be able to support other Army-directed LMS tools if they are introduced during performance. The position supports classified training-site development, so the role carries a Secret clearance requirement and elevated-rights certification requirements.
Qualifications
- Must be a U.S. Citizen
- Bachelor’s degree in Computer Science, Information Technology, or related field (or equivalent work experience).
Required Skills
- Secret clearance required. Interim Secret is acceptable for resume submission.
- IAT II / elevated-rights certification posture required.
- IT Level II, T3 investigation, IAT II, with Security+ and Computing Environment Certification (MD-101 or MD-102) required for elevated network rights.
- CE Certification completed by contract start.
- Proof of experience associated with the Army Distributed Learning Systems.
- 2+ years developing courses with LMS.
- 2+ years administering courses in LMS.
- 2+ years managing community engagement with LMS.
- 2+ years managing content in LMS.
- 2+ years developing and sustaining online training sites.
- Blackboard training/certification completion required after award. The LMS specialist must complete Army Blackboard 101, 201, 301, Institutional Hierarchy, LCMS-to-ATRRS, and Certificate Management Tool training.
Preferred Skills
- Direct ATIS experience as an ATIS administrator, course manager, or LMS SME. The duties are explicitly centered on monitoring ATIS, serving as the ATIS SME, and resolving ATIS issues.
- Blackboard administration experience, not just user experience. This role is responsible for enrollment/disenrollment, access authorization, reporting, troubleshooting, and course lifecycle sustainment, so admin-level Blackboard experience is much stronger than simple instructor use.
- Course design and curriculum-build experience tied to Blackboard naming conventions, POI-driven course frameworks, blended learning, assessment/test development, surveys, and gradebook configuration.
- Experience training instructors, course managers, and writers on LMS functions and onboarding new users quickly. The PWS requires training new users within 10 working days and assisting instructors with facilitation.
- Reporting and optimization experience, especially usage analytics, availability reporting, upgrade recommendations, and long-range enhancement planning.
- Strong troubleshooting depth across database management, content management, system availability, software/hardware compatibility, network security conflicts, and system efficiency.
- Army training-systems familiarity beyond Blackboard, especially LCMS, ATRRS, and Army Distributed Learning workflows. The required Blackboard training itself includes LCMS interface to ATRRS, which signals those systems matter in the environment.
- Recent Army or TRADOC learning environment experience at Fort Sill, Fort Leonard Wood, or comparable Army institutional-training settings.
