LEAD ABATEMENT COORDINATOR (GRANT-FUNDED)

Under general supervision, provides oversight and coordination of residential lead hazard reduction and abatement activities to prevent lead exposure, particularly among children. This position provides functional leadership and coordinating for lead abatement work, including work performed by lead inspectors and contractors. This position oversees projects from intake through clearance, ensures regulatory compliance, and supports grant administration and reporting.
  1. Provides day-to-day functional leadership for lead-abatement projects – including work performed by lead inspectors – while implementing and monitoring policies and procedures related to home rehabilitation services; serves as a primary point of contact for contractors, property owners, tenants, and partner agencies.
  2. Coordinates environmental sampling and clearance testing using certified professionals; provides oversight of licensed lead-abatement contractors and consultants to ensure high-quality work and full compliance with regulatory, programmatic, and grant requirements.
  3. Maintains comprehensive statistical and fiscal records for projects; monitors reimbursement requests to ensure expenditures are allowable and compliance with federal and state requirements; maintains all required grant and contract records; compiles and analyzes data to prepare clear, timely reports.
  4. Ensures all lead-abatement activities comply with HUD, state, and federal requirements; assume HUD-defined Program Manager responsibilities for federally funded projects; maintains current knowledge of laws, rules, regulations, and guidelines; monitors program operations to ensure full compliance with home-rehabilitation and lead-hazard control requirements.
  5. Tracks project timelines to ensure adherence to program and grant requirements; maintains a process for obtaining and reviewing client feedback; identifies opportunities for program improvement based on feedback and performance data.
  6. Develops and maintains health education and lead-safety resource materials for County staff, community organizations, and the public; builds a network of construction-trade resources to ensure access to current material and labor cost information; serves as the Training Manager/Manager/Principal Instructor for lead-based paint activities in the State of Iowa.
  7. Facilitates communication and information sharing among Lead Abatement Program partners, including community organizations, contractors, and government agencies, to support coordinated service delivery and consistent program messaging.
  8. Participates in departmental strategic planning, quality improvement, and accreditation activities; supports the growth and success of the Lead Program Division through team planning and evaluation.
  9. Performs related duties as required.
  • Considerable knowledge of Federal, State, and local regulations pertaining to lead prevention and abatement and housing activities including lead inspections.
  • Considerable knowledge of the health hazards of lead, risk assessment methods, and lead-based paint inspection and investigation methods.
  • Knowledge of methods, materials, and techniques involved in building construction, repair, and alteration.
  • Knowledge of health education, health promotion and social marketing theories, principles, and practices.
  • Knowledge of project management principles and practices.
  • Knowledge of community resources related to housing repairs and lead prevention and abatement.
  • Skill in the use of computers and software applications including Word, Excel, and PowerPoint.
  • Ability to develop estimates of project costs based on lead inspection reports.
  • Ability to develop specifications for projected work.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to operate equipment used in lead testing/analysis including X-Ray Fluorescence (XRF) Analyzer.
  • Ability to lift and carry 25 pounds of equipment throughout a home, climb ladders, and work in dimly lit areas.
  • Ability to read, comprehend, and analyze technical reports, laboratory reports, and related technical material.
  • Ability to perform basic math computations.
  • Ability to provide information to individuals and the public about how to promote healthy behaviors, prevent health problems, and disease management.
  • Ability to communicate effectively, both verbal and in writing.
  • Ability to deal effectively with a variety of individuals from a wide range of social and economic backgrounds.
  • Ability to maintain complex lead hazard control files and records and prepare accurate reports.
  • Ability to travel to work sites throughout Polk County.
  • Ability to establish and maintain effective working relationships with co-workers, contractors, program partners, employees of other agencies and organizations, and the general public, fostering a collaborative and professional environment.
  • Bachelor’s degree in public health, environmental science, construction management, building construction technology, housing, engineering, industrial hygiene, or a related field, and
  • Three years of housing rehabilitation, construction, or other housing related program experience, or
  • Associate’s degree in public health, environmental science, construction management, building construction technology, housing, engineering, industrial hygiene, or a related field, and
  • Five years housing rehabilitation, construction, or other housing program experience, or
  • Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.

Special Requirements:

  • Candidate must obtain certification as a Lead Abatement Contractor, Lead Inspector/Risk Assessor, and EBL Inspector by the State of Iowa within six months of hire and maintain.
  • Candidate must complete training in the use of x-ray fluorescence (XRF) analyzer within six months of hire and maintain.
  • HIPAA training is required upon hire and annually.
  • National Incident Management System (NIMS) training is required within six months of hire.
  • A criminal background check is required.
  • A drug screen is required prior to final offer of employment.
  • A valid State of Iowa driver’s license is required.
  • In case of a public health or community emergency, must be willing and able to respond to after-normal workday or irregular and on-call emergency request on nights, weekends, and holidays.

This position is grant-funded and is therefore contingent upon the continued availability of funding. If funding is reduced or discontinued, positions are subject to elimination.
