Under the supervision of the Landscape Maintenance Administrator, this position performs a variety of duties related to overseeing landscape maintenance services for the City’s Landscape Maintenance Districts (LMD). The position is responsible for managing contracts, including, procurement, agenda reports, execution, and renewals, supervising assigned staff, overseeing budgets and workplans within assigned LMD zones, serving as the liaison to residents and homeowner associations, and ensuring high-quality landscape, hardscape, and irrigation maintenance services. This position may be required to work on weekends and occasional evenings, as needed.Duties and Responsibilities:•Performs weekly site inspections and zone walks for assigned portions of the City’s individual LMD zones (currently 63 individual zones)•Manages landscape maintenance contracts, including procurement, bid development, authoring agenda reports, contract and purchase order execution, and renewals•Oversees assigned zone budgets and workplans•Supervises assigned staff, including LMD Project Technicians, to ensure alignment with service standards•Meets with contractors regularly, establishes strong working relationships, ensures accountability to contract terms, and maintains and manages contractor punch-list items•Conducts regular irrigation inspections and verifies contractor compliance with landscape, irrigation, and water management standards, in accordance with WeatherTrak •Approves invoices after confirming compliance with contract terms and completion of work•Meets with residents, homeowner associations (HOAs), internal partners, and community members to address service requests and recommend solutions•Prepares agenda reports for consideration by the City Council •Oversees projects related to the maintenance, renovation, and enhancement of landscaping and hardscaping within assigned areas•Reviews contractor payment requests and verifies completion of work•Communicates deficiencies with landscape contractors as necessary•Inspects landscape materials to ensure compliance with City’s standards•Establishes and maintains positive working relationships with City staff, contractors, members of the public, HOAs, community organizations, and state/local agencies•Serves in an on-call capacity to respond to after-hour emergencies, as needed•Performs other duties as assigned•High school diploma or GED equivalent•Four years of progressively responsible experience in parks or landscape district inspection, landscape and irrigation construction, renovation, and maintenance, or related field•Courses in landscape architecture, civil engineering, or horticulture is desirable•Supervisory experience is desirable•Possession of, or ability to obtain, a valid Class C California driver license and a good driving record •Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered•Knowledge of applicable federal, state, and local laws, codes, regulations, and standards relating to landscape project construction•General knowledge of the 1972 Landscape and Lighting Act, the American Public Works Association Green Book; landscape inspections for new irrigation installations and drains; plumbing codes for irrigation and water lines and meters; brush clearance requirements; and California Assembly Bill 1881 •Ability to read, understand, and interpret landscape and irrigation construction plans, drawings, and specifications•Strong understanding of the City’s irrigation management system WeatherTrak•Knowledge of principles and practices of contract preparation and administration and the ability to write bid specifications and ensure contractor performance is consistently meeting the City’s high standards•Knowledge of inspection methods and procedures and the ability to work with contractors to ensure proper operation of and troubleshoot irrigation systems, controllers, valves, and water management equipment•Strong interpersonal, written, and verbal communication skills, with a focus on excellent customer service•Ability to work effectively with contractors, HOAs, City staff, and the general public to resolve issues and concerns•Strong project management skills and the ability to oversee zone workplans, reserve projects, and landscape enhancement projects•Strong problem-solving and decision-making skills; ability to identify solutions, meet time-sensitive deadlines, and implement changes•Knowledge of proper English and grammar and the ability to write clear, concise, and comprehensive letters and reports•Strong work ethic and the ability to work both independently and as part of a team•Ability to demonstrate the highest standards of integrity and ethical conduct at all times •Strong analytical skills and the ability to interpret and apply data•Ability to operate an office computer and a variety of word processing and software applications•Ability to respond to after-hours emergencies •Ability to lift, carry, and push tools, equipment, and supplies weighing 25 poundsAn online completed City application form is required to apply for this position.
