ROW & Land Documentation Project Lead (Manager, Document Specialists)

Location: Cedar Rapids, IA - Daily Per diem provided for non-local candidates!

We’re looking for a Right of Way (ROW) and land documentation expert to lead land documentation execution across a portfolio of projects. You’ll manage land databases, title and document workflows, and supervise a team of Document Specialists and other land personnel—while partnering closely with client leadership to remove roadblocks and keep projects on schedule and within budget.

• Serve as the main point of contact for land progress, communicating directly with the Client Representative and Director of Field Services to flag issues and drive solutions.
• Build, manage, and reforecast project budgets monthly.
• Oversee a portfolio of projects using company and client technology effectively.
• Ensure clear, consistent communication to stakeholders across projects.
• Identify risks early, implement mitigation strategies, and develop corrective action plans.
• Own overall land performance—spot negative trends and implement fixes to improve outcomes.
• Review land requirements and develop an Execution Plan to meet scope, schedule, and quality targets.
• Orient land staff on assignments, schedules, policies, procedures, safety, emergency response, and QA expectations.
• Assign tasks and ensure documentation is completed correctly, distributed properly, and delivered on time.
• Monitor performance and conduct; provide coaching and guidance (and discipline as needed).
• Approve time and expenses for land personnel.
• Track scope changes and budget variances; document changes and keep schedules and costs aligned.
• Supervise land teams including survey, title, acquisition, document/admin staff, non-environmental permitting, and construction support.
• Deliver daily, weekly, and monthly status reports to the client.
• Release staff at assignment completion and complete performance evaluations.
• Lead complex negotiations and support other project needs as assigned.

• 6+ years of project management experience
• Strong expertise in Right of Way (ROW), land coordination, and documentation management
• Experience with land database management and document generation
• Proven ability to supervise and lead teams (coaching, performance management)
• Strong proficiency in Microsoft Excel

• High-impact leadership: You’ll lead land documentation delivery and influence project outcomes across multiple initiatives.
• Ownership & visibility: Budgeting, risk mitigation, execution planning, and client reporting are core to your role.

This is a Permanent position based out of Cedar Rapids, IA.

The pay range for this position is $80600.00 - $88400.00/yr.

This is a fully onsite position in Cedar Rapids,IA.
