The Regional Administration Division is accepting applications for a Knowledge Management Analyst Associate 1. The position serves as the bridge between business and operations computer systems and centralized information services.

Enterprise Content Management is responsible for document management within the Council organization and compliance with state and federal requirements and best practices.

How your work would contribute to our organization and the Twin Cities region:

TheKnowledge Management Analyst Associate supports knowledge management programs and systems that organize, share, and preserve institutional knowledge and content. In partnership with senior knowledge management staff, the role collaborates with cross-functional teams to identify knowledge gaps and implement strategies that improve access to critical information and curated content.

The position contributes to the architecture, creation, curation, and dissemination of content to enhance organizational learning and decision-making, while identifying, recommending, and supporting continuous improvement initiatives that strengthen information and knowledge accessibility. Additional responsibilities may include participation in culture and other enterprise improvement initiatives.Program Support
  • Contributes to knowledge and records management initiatives.
  • Supports Communities of Practice (CoPs) and Knowledge Transfer program leads assisting with meeting logistics, materials and action items.
  • Partners with system leads to execute projects and fulfill requests.
  • Participates in department, division, and enterprise culture initiatives to promote collaboration and knowledge sharing.
Systems & Technical Expertise
  • Supports the setup and maintenance of content, records, and knowledge management platforms including SharePoint and ApplicationEnhancer.
  • Serves as primary backup for ApplicationEnhancer and related technologies, handling tickets, troubleshooting, and onboarding.
  • Performs data entry, file migration, and basic configuration tasks in repository systems.
  • Documents Standard Operating Procedures (SOPs), user instructions, technical and business process workflows.
  • Contributes to content migration planning and execution.

Process Improvement
  • Collects and organizes data to support process analysis.
  • Conducts research on tools and improvements under senior staff guidance.
  • Drafts documentation to support proposed process updates.

Communication, Training, Outreach
  • Responds to user inquiries regarding content and knowledge management processes.
  • Coordinates and prepares training sessions and materials.
  • Gathers user feedback on content and records systems.
  • Participates in training to expand skills and knowledge.

Any of the following combinations in completed education (degree in public administration, information technology, library science, history, business administration, archives and records administration, or related field) and experience (in demonstrated capacity for content management knowledge and skills).

  • Bachelor's degree with zero to two (0-2) years of experience.
  • Associate degree with two (2) years of experience.
  • High school diploma/GED and four (4) years of experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Knowledge of how public agencies are organized and operate in Minnesota.
  • Knowledge of the Metropolitan Council's operations and mission.
  • Knowledge of Knowledge Management processes, functions and tools.
  • Experience with ApplicationEnhancer, SharePoint tools and ticket management.
  • Experience working in an IT department.
What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of:
    • Knowledge management principles and practices.

  • Skilled in:
    • Creating documents, reports, and presentations using O365 productivity tools (Word, Excel, PowerPoint).
    • Basic SharePoint site creation and productivity tools.
    • Ability to read, analyze and interpret work requests and technical procedures.
  • Ability to:
    • Take direction and listen effectively.
    • Work independently.
    • Collaboratively define and articulate priorities.
    • Express ideas and concerns clearly and concisely, verbally, in various presentation formats, and in writing.

Full Salary Range:$36.43 - $59.13 hourly / $75,774 - $122,990 annually
Anticipated Starting Range:$36.43 - $40.87 hourly / $75,774 - $85,000 annually

You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

If you are new to the Metropolitan Council,you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
