This position reports to the KHA - Chief Strategy Officer and manages all end-to-end activities for FDLE/VECHS, CJIS, Level 2 background screenings and the AHCA Care Provider Background Screening Clearinghouse (CRW) for employees, contractors, and volunteers shared by KHA funded providers , who serve vulnerable populations. The role ensures compliance with Florida statutes, FDLE/VECHS program requirements, CJIS Security Policy standards, and DCF ORI/OCA practices, and oversees operational workflows, vendor relationships, audits, information security, data governance, and stakeholder training.
- Program Ownership & Workflow: Design, document, and continuously improve KHA’s screening process from CRW to results sharing by funded providers, AHCA eligibility determination, and result routing to KHA.
- Screening Operations (Level 2): Ensure all required roles of KHA funded providers undergo and maintain eligibility through Level 2 fingerprint-based checks and that prints are submitted electronically to FDLE via approved Livescan vendors as required by Florida law.
- Clearinghouse (CRW) Administration: Manage KHA’s CRW accounts, initiate BGS Provider User Registration Agreements, and monitor eligibility determinations.
- CJIS Security & Audit Readiness: Implement CJIS Security Policy controls for CRW access data management, system security, physical protection, and incident response planning while ensuring operational compliance with FDLE/CJIS audit standards through proper documentation and audit preparation.
- Stakeholder Training & Communications: Through training, documentation and communications ensure KHA staff and funded providers understand and comply with Level 2 background screening standards, CRW results sharing requirements, ORI/OCA usage, criminal history information systems security, maintaining training records and rescreening requirements.
- Governance, Reporting & Continuous Improvement: Deliver compliance reports, assist with the design, maintenance, enhancement and utilization of processes, reports and dashboards, and lead corrective action plans following audits.
- Administration of AHCA CRW: KHA account setup, secure usage, screening verifications, and access control.
- FDLE/VECHS: Maintain the KHA Originating Agency Identifier (ORI) number and processes and documentation requirements within the relevant state systems.
- Certifications and Trainings: Attend and successfully complete annual CJIS Security and Privacy Training, FALCON and FINS training and other trainings as required.
- Ability to accurately review sensitive documents, verify identity information and ensure screenings meet all legal and procedural requirements with integrity and in compliance with federal, state and local security protocols.
- Background in police, military, corrections, or any setting involving classified, confidential, or regulated data is preferred but not required.
- Experience working in environments that follow strict information-security standards (e.g., HIPPA, FERPA, IT security, government compliance frameworks).
- Strong organizational, analytical, and audit skills.
OPEN REQUIREMENTS:- Two year degree from an accredited institution required, plus two (2) years of progressively responsible experience in data verification, administrative or compliance work involving regulated information, IT support, law enforcement, criminal justice, military or government administrative work is preferred.
