Salary: $4,542.00 - $6,107.00 Monthly. The indicated salary does not include an on-site 24/7 facility 5% premium.


The Department of Children, Youth, and Families (DCYF) is accepting applications for a Juvenile Rehabilitation Counselor 1 (JRC1) within the Community Reentry and Parole program in Region 2, based in Yakima, WA.

The JR mission is to transform lives by creating pathways for self-sufficiency through meaningful partnerships, employment, new opportunities, and effective rehabilitation. In this role, you will work directly with youth and families to support successful transition and reentry into the community, providing case management support, supervision assistance, and connection to community resources.

This is a first-level professional position and a meaningful entry point into a career in juvenile rehabilitation. You will work alongside experienced JRC2s and Specialists, learning the full scope of community reentry work in a supportive team environment.

The Opportunity:

As a Juvenile Rehabilitation Counselor 1, you will support an assigned caseload of youth and their families under close supervision, assist JRC2s in providing supervision and case management services, and help connect young people to the community resources they need to succeed. You will carry out your work using equity, diversity, and inclusion principles in alignment with DCYF's strategic goals of eliminating racial disproportionalities and advancing racial equity.

Some of what you will do:

  • Under close supervision, manage a limited caseload of one to two youth; assist JRC2s in providing supervision and services to youth and families with complex rehabilitation needs.
  • Assess youth behavior for risk to self or community and report to JRC2s for intervention and service referral; assist with monitoring compliance with parole conditions and service plans through face-to-face and collateral contacts.
  • Research and develop connections with community resources for youth and families; support and monitor youth and family participation in appropriate community services.
  • Teach and reinforce use and generalization of skills; assist JRC2s in applying graduated interventions consistent with JR parole and CTS guidelines.
  • Model pro-social adaptive behavior; convey warmth and optimism in interactions with youth, families, and colleagues.
  • Remain calm and in control during crisis situations; intervene to de-escalate using JR-approved methods and techniques.
  • Monitor youth including urinalysis collection, electronic monitoring, and whereabouts verification; install and remove Electronic Monitoring (EM) devices as required.
  • Transport youth to and from service providers, resource centers, appointments, and secure facilities.
  • Assist with compliant arrest of youth on absconder, CTS violations, and parole violation warrants.
  • Fulfill all reporting and documentation requirements in accordance with JR policies, related statutes, and expected standards


What we are looking for:
An equivalent combination of education and experience, totaling four years.
OR
A Bachelor’s degree.
OR
Two years of college education, AND two years of experience as a Juvenile Rehabilitation Security Officer 1 (JRSO1) or Juvenile Rehabilitation Officer 1 (JRO1).
OR
Two years of college education, AND two years of professional experience working with at-risk or justice system involved youth as a case manager; counselor; probation or parole officer; or in a social services capacity planning, directing, supervising, or facilitating interventions with at-risk or juvenile justice system youth or a related field.

AND

  1. The ability to take action to learn and grow.
  2. The ability to take action to meet the needs of others.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Experience in providing direct care to youth in a community environment.
  • Experience monitoring and managing youth in a non-secure residential setting in the community.
  • Understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive/behavioral therapeutic interventions.
  • Competency in relating to clients from diverse backgrounds and cultural groups.
  • Knowledge of group behavior and dynamics, societal trends and influences related to juvenile delinquency.
  • Ability to use de-escalation techniques approved for intervention by JR with verbally and/or physically aggressive youth.
