The Junior Doctrine Development Analyst is responsible for the research, development, and assessment of joint and multinational doctrine and ensures "how we fight" manuals remain consistent with the Joint Staff’s mission, Combatant Command (CCMD) requirements, and evolving Service-level capabilities.


Job Roles & Responsibilities:

  • Doctrine Assessment & Development: Evaluate current publications and draft new frameworks that align with joint and multinational principles.
  • Organizational Liaison: Navigate the complex Joint Staff structure to manage relationships across CCMDs, Military Services, and DoD Agencies, ensuring unified effort and consensus.
  • Working Group Facilitation: Organize, facilitate, and document professional working groups and conferences aimed at resolving doctrinal gaps or integrating new operational concepts.
  • Lessons Learned Integration: Utilize Joint and Service Lessons Learned Systems to conduct rigorous research, transforming past operational data into future doctrinal improvements.
  • Capability Alignment: Manage the relationship between the Universal Joint Task List (UJTL) process and Joint Doctrine to ensure tasks, conditions, and standards are accurately reflected in official publications.
  • Strategic Reporting: Conduct quantitative and qualitative analyses to evaluate the effectiveness of current doctrine, produce comprehensive reports for senior leadership.

Requirements

Demonstrate at least 2 years of experience in six (6) or more of the following:

  • Joint Doctrine Expertise: Comprehensive knowledge of the fundamental principles and processes used to guide the development and proper application of joint and multinational doctrine.
  • DoD Institutional Knowledge: Understanding of Joint Staff structure, missions, programs, and the organizational relationships between the Joint Staff, CCMDs, Military Services, and DoD Agencies.
  • Analytical Skills: Proven ability to conduct qualitative and quantitative evaluations and apply findings to complex organizational problems. Demonstrated understanding of assessment, development and use of joint doctrine. Knowledge of development of staffing packages. Demonstrated experience developing, maintaining, performing, coordinating and/or delivering user training to CCMD and Joint Task Force Headquarters staffs.
  • Communications Excellence: Mastery of modern English grammar and the ability to produce formal military correspondence, research reports and briefings, among other verbal and written communications. Demonstrated interpersonal skills to maintain effective working relationships across diverse agencies.
  • Systems Proficiency: Technical familiarity with Joint and Service Lessons Learned Systems, Joint Mission Essential Task List (JMETL), Master Training Plan (MTP), and the Universal Joint Tasks process to support assessment and development of joint and multinational doctrine.
  • Event Management: Practical experience in preparation and execution of high-level military working groups and professional conferences.
  • TS/SCI Clearance required

Education Requirements

· Associate degree with 3 years operational military experience, or

· No degree with at least 5 years operational military experience.
