POSITION SUMMARYThe Department of Central Management Services’ Bureau of Strategic Sourcing (BOSS) is seeking to hire a Public Service Administrator to serve as the State of Illinois Joint Purchasing Specialist. This professional level position has the ability to positively affect the daily work conducted by thousands of service providers around the State of Illinois by ensuring necessary contracts that meet the needs of our services providers are available. The ideal candidate will be a detail oriented leader who can help transform the procurement processes to become more efficient, pro-active and transparent while expanding the bureau contract catalog made available to the State of Illinois. POSITION ESSENTIAL FUNCTIONSUnder administrative direction of the Bureau of Strategic Sourcing (BOSS) Agency Purchasing Officer (APO) of Central Management Services (CMS), administers, solicits, manages and oversees joint purchase and cooperative program contract activities for the Bureau.
Organizes, plans, and coordinates with the Chief Procurement Office for General Services (CPO-GS), as it relates to cooperative establishment and use through the Unified Procurement Programs (UPP).
Subject to BOSS APO approval, administers the development of specification and evaluation criteria for multiple procurement methods, leading supplies and services contract negotiations with vendors and assists BOSS staff in the negotiation of contracts.
Serves as liaison to CMS and outside agency staff to effective execute initiatives based on best business practices.
