The Innovation and Technology Services (ITS) Department provides reliable, responsive, and cost-effective technology solutions that support Cumberland County’s operations and strategic initiatives. Through a collaborative team approach, ITS delivers a wide range of services, including network infrastructure, enterprise applications, GIS, and technical support to meet the needs of County departments. The GIS Analyst I plays a key role in delivering GIS analysis, mapping, and support services, with a strong emphasis on public safety operations. This position supports critical functions such as 9-1-1 Dispatch, Fire, Sheriff’s Office, and Animal Control by ensuring accurate geospatial data and timely mapping solutions. - Create, edit, maintain, and validate GIS spatial datasets and layers within the ArcGIS environment
- Manage and update key datasets including street centerlines, address points, hydrants, boundaries, and emergency response zones
- Deploy GIS data layers to enterprise applications and ensure proper functionality across systems
- Troubleshoot and resolve GIS data issues, ensuring minimal disruption to operations
- Apply quality control standards to maintain data accuracy, integrity, and currency
- Ensure 9-1-1 addressing data is accurate, tested, and synchronized with systems such as ALI, MSAG, and ESN
- Utilize GIS survey and GPS data to verify and maintain spatial data accuracy
- Track and manage issues through the helpdesk system, providing timely updates to stakeholders
- Support development of maps, reports, and visual data presentations using automation and analytical tools
- Assist with GIS standards, system analysis, user training, and documentation, including manuals and instructional materials
Graduation from an accredited four-year college or university with a degree in Geography, GIS or Planning, or a related field: or an equivalent combination of education and experience.
Management Preference:Experience in the suite of ArcGIS server- Knowledge of methods to create, edit, and analyze GIS data, including GIS toolsets, file formats, map projections, and digital compilation techniques.
- Knowledge of principles, techniques, and standards of base mapping, cadastral mapping, and geographic information systems technologies.
- Knowledge of configuring and implementing GIS-centric systems, including damage assessment, disaster recovery, and emergency dispatch–related systems.
- Knowledge of effective collaboration and communication practices used to exchange information and respond to questions from managers, clients, customers, and the general public.
- Skill in organizing, analyzing, interpreting, and resolving general GIS-related issues.
- Skill in reading, analyzing, and interpreting business publications, professional journals, manuals, technical procedures, and governmental regulations.
- Skill in working collaboratively with other staff members in a team environment.
- Skill in writing reports, technical summaries, memorandums, and procedure manuals.
- Skill in communicating technical information clearly to non-technical individuals.
- Skill in gathering, compiling, and analyzing statistical data and presenting it in an organized, understandable format.

- Ability to analyze, interpret, and resolve GIS-related problems using sound judgment.
- Ability to communicate effectively with diverse audiences, including management and the general public.
- Ability to translate complex technical GIS information into clear, accessible language.
- Ability to organize and present data and information in a logical and meaningful manner for intended audiences.
