The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The Systems Support Senior Engineer serves as the Service Delivery VoIP Administrator, a critical and highly experienced senior technical expert responsible for the strategic management, planning, and execution of the State's enterprise IP communications systems. Operating within the Office of Technology Services (OTS) – Network Communications Services (NCS), this role is central to the design, administration, and continuous improvement of statewide VoIP services. As the primary Subject Matter Expert (SME) for all OTS-provisioned IP communication services the incumbent must possess deep expertise in IP technologies, converged network infrastructure (LAN/SD-WAN), and enterprise administrative operations. This position leads key functions including IP inventory management, service billing, and order provisioning, ensuring reliable, efficient, and scalable communications services across all supported agencies.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Seven years of experience in information technology; OR

Six years of full-time work experience in any field plus five years of experience in information technology; OR

An associate's degree in information technology plus five years of experience in information technology; OR

A bachelor’s degree plus five years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR

A master’s degree plus four years of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:

Enterprise VoIP Systems Leadership & Strategy

•Provides strategic leadership and advanced technical oversight for IP Inventory Management, Billing, and Order Provisioning of enterprise-wide IP communications systems governed by the Office of Technology Services (OTS).

•Serves as senior administrative Subject Matter Expert (SME) for all OTS-provisioned IP communication services, ensuring operational excellence across OTS managed converged LAN and SD-WAN networks statewide.

•Leads technical analysis, planning, and deployment of enterprise-class VoIP communication systems, and eFax services, driving modernization, and alignment with NCS organizational goals.

•Collaborates with Operational Support and Service Delivery Leadership and other internal sections to develop and execute strategic and tactical plans for VoIP infrastructure, including the standardization of IP communications hardware and soft client device standards.

•Oversees inventory lifecycle management of VoIP network assets including contract administration, stock level monitoring, and procurement tracking via enterprise Inventory Management Software and Asset Management Systems.

•Assists management with the development and enforcement of cost allocation models, cost recovery strategies, and internal controls for VoIP Inventory and billing systems, ensuring accuracy, transparency and fiscal accountability.

Expert Technical Consultation & Support

•Provides expert-level technical consulting and assistance to both technical support staff and management.

•Serves as the Subject Matter Expert (SME) across multiple core functional areas, collaborating seamlessly with technical staff from other teams, third-party contractors, and vendors to diagnose and resolve complex issues.

•Delivers top-tier technical support within NCS for VoIP communications, including analyzing and troubleshooting intricate hardware and software-related communication problems.

•Designs, develops, implements, and documents new initiatives and lines of services related to VoIP Communications as directed by OTS management.

Operational Management and Backup

•Ensures the smooth and efficient provisioning of IP communication services, maintaining consistently high standards of service delivery.

•Participates in technical discussions related procurement and contracts for the selection of VoIP Session Initiated Protocol (SIP) and IP Communications hardware, software, management tools and operational support services.

•Serves as primary backup for the NCS Service Delivery Manager overseeing orders, troubleshooting tickets, and billing operations.

•Assists in the development of Invitation to Bids (ITBs) and Request for Proposals (RFPs).

•Acts as a technical contract manager once agreement has been awarded and executed, verifying that all technical obligations are met managing relationships with multiple vendors for outsounced VoIP communcations services.

•Manages and/or administers state-owned VoIP communications billing elements as deemed appropriate.

Strategic Advisory and Innovation

•Consults and advise OTS Executives, DOA Management, and other state organizations regarding highly complex VoIP technological advancements and potential network infrastructure integration.

•Stay abreast of industry trends and emerging technologies to recommend innovative solutions that enhance the state's communication capabilities.

Emergency and Diaster Response Support

•Participate in remote voice and network support during declared emergencies and disasters.

•May provide operational support for agency Emergency Support Functions (ESFs) to ensure continuity.

•May coordinate disaster recovery activities with other teams and stakeholders.

Research and Professional Development

•Conducts independent research on emerging telecommunications and network technologies.

•Participates in vendor briefings, training, and workshops to maintain up-to-date expertise.

•Evaluates and recommends technologies applicable to statewide multi-service network environments.

Other Duties as Assigned

•Performs special projects, reporting, studies, and other responsibilities as directed by leadership.
