The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This network operations engineer provides advanced support for the highly complex multi-agency local, metropolitan, and wide area networks under OTS’s responsibility. Primary duties include: provisioning complex network services at user sites, in the data centers and in the backbone; planning and organizing projects such as major version upgrades and platform/equipment migrations; leading technical project teams responsible for complex infrastructure buildouts, including oversight of project contractors; ensuring interoperability between infrastructure systems including 3rd party, cloud, or within OTS; providing Tier 3 escalation/coordination on non-standard troubles and complex provisioning tasks; and supervising lower-level IT Statewide personnel as required. In addition, the incumbent may perform duties of and provide guidance to lower-level engineers and associate engineers as needed. They will also complete approved network instruction to master understanding of advanced features in use within the OTS network and to learn about emerging network technologies. Regular consultation with OTS management and interactions with other OTS and State Agency personnel as well as vendors of communications software, hardware and services, is expected.The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
Lead the network portion of large collaborative projects involving multiple OTS sections that involve the backbone, user sites, data centers, vendors, third-party connections, and cloud:
•Design advanced layer 2/3 network implementations at user sites and in the data centers and backbone using strategies defined by the architects
•Advise management and junior Engineers on technically sound, efficient, and cost-effective ways to implement OTS’ network strategy
•Coordinate with relevant peer groups to establish, document, and execute the overall best project plans
•Liaise with agency contacts, including departmental management, to ensure their needs and timelines are met
•Stage, configure, deploy, and certify hardware and software
•Provide ad-hoc and scheduled progress reports to management as directed
•Assure relevant knowledge obtained during the project is synchronized among OTS groups, including EUC Field Services, the NOC, and other DCO teams
Lead complex troubleshooting efforts:
•Issues are often statewide, multi-team, multi-vendor
•Take ownership of NOC Incidents at the discretion of management
•Mentor junior Engineers on troubleshooting techniques and departmental processes
Assist with disaster recovery procedure development/maintenance/testing
Assist Senior Engineers and Architects with new technology evaluations and implementations
