Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associate's degree in information technology plus three years of experience in information technology; OR
A bachelor’s degree plus three years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master’s degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
Perform technical consultant functions for multiple, highly complex assigned program areas and applications. Provide systems and technical expertise on the project to various management levels, involving the development of information technology to support various program sections. Review requests for information services, recommend the most efficient and effective approach, and present findings to various management levels. Provide technical expertise in analyzing, defining, acquiring, and implementing application software packages, office automation software, security and administration programs, and quality assurance reviews. Provide consulting services of effective use of the development methodology for information systems to ensure that the most effective designs are utilized to best support the needs of management. Provide development, maintenance, and troubleshooting of highly complex computer application systems as required. Provides expert advice, assistance, and guidance for the development of applications and recommendations for database architecture.
Designs, codes, compiles, tests, debugs, modifies, and documents new or existing applications using the OTS technology stack to conform to AppDM accepted standards, procedures, and guidelines.
Conducts meetings, creates action items, compiles meeting summaries, and holds individuals accountable for completion of those tasks critical to the project's success.
Functions in the capacity of higher-level Information Technology management, as directed, in their absence.
Responds to computer system emergencies and resolves problems independently or in consultation with other Information Technology applications staff and/or end user personnel. Researches and resolves program, machine, data, or system software problems of a highly technical nature, frequently interacting with other employees, supervisors, or users.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
