The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Financial modules of the State’s ERP system (LaGov) which runs on the SAP R/3 software. This is a professional highly complex advanced journeyman level position on the Financial (FI) team in the Application and Data Management Section of OTS. The incumbent is a business analyst on the FI team and must possess knowledge of the capabilities of the multiple components of the ERP system which are Financial, Logistics, Human Capital Management and Enterprise Solutions. The incumbent must have advanced detailed knowledge of Grant Management, Accounts Receivable, Sales and Distribution, General Ledger modules and Federal Billing practices. Additionally, the incumbent must have comprehensive knowledge of all other FI modules and must have the ability to relate this knowledge across the multiple components of the ERP system. Supervision is received by a general review from an IT Statewide Analyst or higher level authority.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Five years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
- Serve as lead ERP business consultant and primary point of contact, resolving highly complex system issues and translating business needs into functional specifications
- Design cross-module solutions, assess system impacts, and optimize ERP utilization to maximize agency effectiveness
- Lead resolution of advanced help desk issues across modules and provide guidance to analysts and associate analysts
- Act as liaison between agencies, control entities, management, developers, and vendors to address application issues and coordinate key processes (e.g., year-end close)
- Evaluate and prioritize change requests, ensuring compliance with state policies and alignment with business needs
- Oversee project planning, work assignments, risk analysis, and quality assurance to ensure timely and successful delivery of solutions
- Lead system testing, upgrades, and releases, including test planning, execution, documentation, and implementation readiness
- Coordinate stakeholder meetings, training, and presentations; support documentation, reporting, and special projects including policy, legislative, and system impact analysis
