  • Serving as a IT Specialist (PLCYPLN) GS-2210-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Technology Officer Directorate (CIO), IT Business Management Division at Glynco, Georgia. The primary purpose of this position is to provide advanced program analysis and subject-matter expertise for Information Technology (IT) Capital Planning and Investment Control (CPIC), IT acquisition management, and FITARA-related compliance and reporting. The position supports enterprise portfolio planning, governance, policy interpretation, budget formulation and execution integration, performance measurement, risk management, and stakeholder engagement to align IT investments and acquisitions with mission priorities, strategic goals, and federal requirements. The position explicitly integrates cybersecurity, privacy, supply chain risk management, and zero trust architecture principles into investment and acquisition decisions to ensure that appropriate security controls, continuous monitoring expectations, and data protection requirements are embedded throughout the lifecycle from concept through sustainment. Typical duties include: Supporting development, implementation and continuous improvement of the component CPIC program in alignment with OMB Circulars A-11 and A-130, agency policy, and federal IT governance. Formulating and preparing resource plans and budget submissions for current and out-years that reflect the allocation of resources needed to achieve investment objectives and reviews and integrates budgetary requirements across stakeholders. Supporting and measuring component IT acquisition activities to optimize requirements development, market research, procurement strategies, contract performance oversight, and vendor management consistent with mission and regulatory requirements. Implementing component-level IT acquisition planning processes that integrate technical requirements, interoperability and enterprise architecture considerations, lifecycle sustainment needs, and performance management and ensures alignment with the Federal Acquisition Regulation (FAR) and agency acquisition policy.
