Work Setting: 100% remote and hybrid option.

Remote option with travel
Required:
• Experience with information technology project management;
• Experience with child support system modernization projects;
• Experience with child support program policies, procedures, and business practices;
• Experience with software development methodologies (Agile, Waterfall, DevOps);
• Experience with project management and project governance principles;
• Availability to travel.
• PMP certification or equivalent working experience (required);
Responsibilities include but are not limited to the following:
• Lead the design, development, and implementation of information system transformation projects;
• Provide strategic direction and assist with defining enterprise-level IT implementation strategies;
• Define business and technological requirements by consulting with product owners, subject matter experts, and scrum teams;
• Manage highly complex large-scale enterprise projects as well as smaller-scale projects;
• Lead and coordinate efforts of development teams and vendors to ensure successful solution implementation;
• Ensure project governance, monitoring controls, on-time delivery, and budget adherence;
• Mentor state personnel in project management practices and train resources to take over the function over time.
Hybrid option
Required:
• Availability to work quarterly at the Client’s site in South Dakota/Sioux Falls (required);
• Experience managing information technology solutions.
• Experience in software development methodologies (agile, waterfall, DevOps, etc.);
• Experience in successfully applying project management and project governance principles;
• Experience with Provider Enrollment, Credentialling, MMIS System Modernization and Medicaid HR-1;
• PMP certification.
Responsibilities include but are not limited to the following:
• Lead cross-functional teams of business analysts, data analysts, developers, and vendors to design, develop, and implement enterprise information system transformation initiatives;
• Drive strategic IT direction by assisting with enterprise-level planning, aligning technology solutions with business objectives and organizational priorities;
• Define and manage requirements by collaborating with product owners, subject matter experts, and Scrum teams to translate business needs into clear functional and technical specifications;
• Provide project management oversight for large-scale, complex enterprise IT projects and smaller initiatives, ensuring adherence to scope, timeline, and budget;
• Ensure project governance and controls by establishing, monitoring, and enforcing project management standards, methodologies (Agile, Waterfall, DevOps), and compliance practices;
• Oversee testing, analysis, and implementation support, partnering with business and operations teams to validate system changes and ensure successful adoption;
• Report progress and mentor staff by preparing executive status reports, communicating risks and dependencies, and training or mentoring staff to assume ongoing project management responsibilities.
