Join the Enterprise Technology Services division at HCA as a Network Solutions Architect (ITNT-SS) to design and optimize secure, scalable infrastructure across LAN, WAN, and cloud environments. In this senior-level role, you will lead the modernization of our network performance while ensuring our systems remain highly available, compliant, and aligned with business goals. This position offers flexible telework arrangements and career growth for current qualified HCA staff.

About the division:

The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the HCA. ETS delivers innovative Information Technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of HCA’s divisions and business program groups, including:

  • Enterprise Voice Services (EVS) section, which is solely accountable for delivering highly reliable infrastructure services supporting telephony access and voice connectivity.
  • Enterprise-wide IT planning and performance deliveries for reliable and accessible telephony services internally and externally with numerous service providers.


About the position:

The IT Network and Telecommunications Senior Specialist (Network Solutions Architect) designs, implements, and optimizes secure and scalable network infrastructures spanning LAN, WAN, cloud environments, and data centers, ensuring compliance with federal regulations, State OCIO policies, and HCA’s enterprise architecture standards. This senior-level role applies deep technical expertise to build highly available connectivity solutions, modernize network performance, and align long-term infrastructure strategy with business needs. This position coordinates with external service providers and partner agencies, implements proactive monitoring tools, and ensures infrastructure remains secure, reliable, and aligned with industry best practices.


This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.



Some of what you will do:

  • Architects (document, designs and implements) existing and new technologies and solutions which provide integration and interoperability of network services for agency, state and non-state provided information technology systems.
  • Provides senior-level consultation for IT projects and initiatives, and reviews approach for compliance with related architecture components.
  • Works with stakeholders and team members to understand business requirements and technical needs and documents current and/or future system architecture.
  • Identifies, communicates, and documents how new/upgraded technologies interact, support, and integrate with existing technologies and information systems used by HCA.
  • Plans, documents, and collaborates to develop path for migrations, deployments, and installations of HCA owned IT systems.
  • Create, manage and maintain Virtual Private Network (VPN) Connections in and out of the agency’s VPC environments.
  • Create, manage and maintain Peering Connections within the VPC environments.
  • Architect and implement the network segmentation within the VPC environments.
  • Develop and maintain emergency operations' processes and documentation.
  • Collaboratively work with WaTech and other vendors in the design and implementation of network connections into the agency's cloud computing environment.
  • Manage and maintain technical documentation.
  • Responsible for tier 3 troubleshooting.


Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

Bachelor's degree in Network Engineering, Information Systems, Computer Science, Information Technology, or related field, and five (5) years of the required experience below


Option 2:

Associate’s degree or equivalent in Network Engineering, Information Systems, Computer Science, Information Technology, or related field, and seven (7) years of the required experience below


Option 3:

Nine (9) years of the required experience below


The required experience includes the following:

  • Progressive (continuing to grow professionally) professional IT experience analyzing, designing, installing and/or maintaining Cisco (LANs & WANs) network infrastructure equipment.
  • Progressive experience designing application architecture for medium to large networks or providing IT customer or technical support.


Required competencies:

  • The ability to take action to learn and grow.

Preferred qualifications:

Operational experience in designing, administering, configuring and/or troubleshooting the following:

  • Cisco switches & routers
  • Cisco Identity Services Engine (ISE)
  • PaloAlto firewalls
  • Orion SolarWinds

Desired certifications and formal training in network technologies:

  • Cisco Certified Network Professional (CCNP)
  • Cisco Certified Network Associate (CCNA)
  • Cisco Certified Design Associate (CCDA)
  • Wireshark Certified Network Analyst (WCNA)
  • ITIL Foundations Certifications
