ABOUT THE POSITION

This position is responsible for overseeing software development teams focused on designing, building, enhancing, and maintaining critical business applications that support essential court operations and public services. Key responsibilities:

  • Manages, directs, and evaluates the work of staff engaged in providing infrastructure operation, systems design, application development, database design/management, technology support, quality assurance, and other IT disciplines; reviews and evaluates the feasibility of and approach to technology initiatives.
  • Manages assigned teams through subordinate supervisors by ensuring work priorities and activities are efficient and consistent with statutory, rule, and policy requirements, as well as organizational quality and service expectations.
  • Selects, hires, mentors, and trains staff and manages employee performance by regularly monitoring work, providing coaching, evaluating performance, and engaging in corrective/disciplinary action as needed.
  • Collaborates with other senior information technology managers to define, build, and support the department’s human resources strategies, including hiring, training, professional development, and succession planning.
  • Manages daily operations for assigned unit(s), ensuring resource availability, defining and implementing strategies, and evaluating processes and procedures.
  • Manages a portfolio of projects by creating, updating, and communicating project plans, organizing, and directing work of project team members, conducting project status meetings, and tracking project progression against timetables and budgets.
  • Ensures service and support contribute to business objectives and stakeholder expectations; cultivates and manages relationships with stakeholders and customers; partners with functional groups and development teams to deliver solutions which meet product/service goals and operational requirements.
  • Reviews operational and public access requirements to determine the need for enhancements, modifications, and new programs.
  • Plans and develops short-term and long-term strategic goals, key performance indicators, and metrics; measures service levels against key performance metrics and develops plans for remediation, improvement, or enhancement of services as needed.
  • Develops and manages business continuity plans and exercises to ensure the timely continuation and/or restoration of technology services in response to unforeseen emergencies or disasters.
  • Develops and evaluates system flows, schemas, and other documentation; reviews and evaluates specification documents.
  • Manages and participates in creating software and hardware standards; enforces use of standards for all applications and systems interfaces.
  • Researches, evaluates, and recommends new technologies, equipment, and/or work processes to improve productivity and efficiency; solicits feedback from internal or external customers to determine opportunities for unit/team improvement.
  • Promotes effective communications with and between co-workers, teams, other units, and management, including sharing information, participating in workgroup conversations, and facilitating the exchange of constructive feedback.
  • Develops and oversees assigned budget.
  • Performs other assigned duties of similar nature and complexity as those described above.

This position may be eligible for full or partial telework following an initial training period and contingent upon the needs of the Court.


MINIMUM REQUIREMENTS

To qualify, you must meet one of the following options at the final filing date of this bulletin:


OPTION I: Bachelor's degree in information technology, computer science, management information systems or related field -AND-7+ years' experience in information technology systems design, development or administration, with 4 years in a supervisory capacity.OPTION II: 11+ years' experience in information technology systems design, development or administration, with 4 years in a supervisory capacity.

Note:Credit for experience is based on a 40-hour workweek. Part-time experience is credited on a pro rate basis (e.g., working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.

    • Deep expertise in C# / .NET, with a strong grasp of clean architecture and SOLID principles
    • Fluency in software and microservices design patterns — able to make authoritative architectural decisions
    • Working knowledge of modern AI frameworks, LLM integration, and practical prompting strategies
    • Proven track record designing reusable, multi-tenant software products that scale across a broad customer base
    • Driving DevSecOps maturity—pipelines, environment strategy, quality/compliance checkpoints, and operational telemetry
  • Leadership & soft skills
    • Executive-level communicator — comfortable presenting, facilitating, and influencing at the Sr. Director and C-suite level
    • Servant leader with a demonstrated ability to develop and elevate engineering talent
    • Thought leader who translates emerging technology trends into actionable strategy
    • Creative problem-solver who challenges conventional approaches and brings innovative solutions to complex challenges
  • Budget & Vendor Management
    • Building and managing unit budgets, tracking project spends, forecasting resource needs
    • Administering vendor/SOW lifecycle, evaluations, and contract compliance
