IT Analyst ll - MVRDA

This position ensures the delivery of reliable, secure, and uninterrupted critical services to MVRDA, its client agencies, and the surrounding regional community. Key duties include maintaining 24/7 on-call availability for emergencies, occasional overtime, and a commitment to meeting strict deadlines. The ideal candidate will demonstrate strongmultitasking skills, a proactive approach to customer inquiries and effective complaint resolution to uphold the highest standards of service.


ENVIRONMENTAL FACTORS:

The position involves working 15% outdoors in all types of weather conditions and 85% indoors, with occasional exposure to electrical hazards and active lasers (fiber optics).

PHYSICAL FACTORS:

The position requires the ability to push/pull and lift/carry equipment, such as personal computers and disk towers weighing up to 80 pounds. Duties involve occasional bending, stooping, reaching, crouching, and writing, along with frequent use of a computer keyboard and mouse. Visual and auditory acuity are necessary to perform essential job functions.

Work Situation Factors

The position involves on-call status, occasional overtime, adherence to strict deadlines, performance of multiple tasks, and responsiveness to customer inquiries and complaints.

Full-time, regular, non-exempt position with the Mesilla Valley Regional Dispatch Authority (MVRDA).

  1. Microsoft Systems Administration

    1. Administer and monitor Microsoft Windows Active Directory, Microsoft Server, and associated databases, executing necessary upgrades to ensure system stability and security.
    2. Oversee the systems and services within Microsoft Office 365 GCC, including Exchange, SharePoint, Defender Endpoint, Intune, and Entra ID (Azure Active Directory).
  2. Troubleshooting and Maintenance

    1. Diagnose and resolve hardware and software issues promptly; procure and replace defective components as required.
    2. Develop and implement preventive maintenance schedules for servers, networks, SAN, and virtualization equipment.
  3. End-User Support and Training

    1. Provide technical support, training, and guidance to end-users and staff on various hardware, software, and network applications.
  4. Vendor and Contract Coordination

    1. Coordinate with vendors and support providers, ensuring compliance with service contracts and agreements tied to MVRDA systems.
  5. Technical Support for RFP Development

    1. Assist the Director in creating technical specifications and documentation for Request for Proposals (RFPs) related to networking equipment and services.
  6. Monitoring and Reporting

    1. Maintain detailed records and reports on network issues, supporting maintenance reviews and future planning.
    2. Generate regular and ad hoc performance and activity reports as required.
  7. Technological Development

    1. Stay informed about technological advancements and new products pertinent to MVRDA’s networking and system infrastructure, identifying opportunities for enhancement.
  8. Additional Responsibilities

    1. Perform other job-related duties as assigned, adapting as needed to meet organizational demands.

Associate of Arts Degree in Computer Technology, Electrical Engineering, or a directly related field. AND three (3) years of experience in computer networks, hardware, software, and data communication is required. Preferred candidates should have at least one (1) year of supervisory experience. Relevant experience may substitute for education

LICENSES/CERTIFICATIONS:

Valid New Mexico State driver's license or an equivalent issued by another state is required. The position requires an acceptable driving record in accordance with MVRDA policy. Network Engineer Certification, Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Systems Administrator (MCSA), A+, Network+, Security+, or similar may be preferred.

  • General Knowledge:
    • Technical ability to plan, design, implement, and maintain MVRDA’s advanced networking system, including but not limited to server virtualization, SAN, Windows terminal server, VLANs, firewalls, routers, Wi-Fi technologies, Microsoft SQL, Microsoft Office 365 GCC, and various scripting languages.
    • Considerable knowledge of personal computers, testing devices, servers, hand tools, and two-way communication devices. Some knowledge of fiber termination is beneficial.
  • Ability To:
    • Establish and maintain effective and cordial working relationships with MVRDA employees, other organizations, and the public.
    • Express oneself clearly and concisely both orally and in writing.
    • Exhibit excellent organizational skills and possess advanced technical reading and writing skills.
    • Safely operate a motor vehicle.
    • Demonstrate excellent verbal communication and interpersonal skills while interacting with both internal and external customers.
  • Skills:
    • Exercise independent judgment to analyze and solve various complex systems problems. The consequences of error may include loss of network access and/or valuable data.
    • Act autonomously in determining actions while utilizing available resources and adhering to MVRDA policies/procedures and applicable networking guidelines.
