IT Analyst III

The Adult Representation Services (ARS) department is seeking an IT Analyst III to provide high level technical expertise in developing and improving IT processes, maintaining test environments, translating business and technical requirements, testing applications, and troubleshooting IT solutions. This position will collaborate closely with the IT supervisor and department staff to create and support departmental solutions. ARS provides high-quality, holistic representation to clients experiencing poverty in certain civil matters where appointment of counsel is necessary to protect a fundamental right or to further the county’s mission of reducing disparities and promoting the stability of residents.

Location and hours:
This position will be onsite in downtown Minneapolis at the Health Services Building located at 525 Portland Avenue South, Minneapolis, Minnesota 55415. Work hours are Monday through Friday, 8 a.m. to 4:30 p.m. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:

  • Establish working relationships with the IT team and non-technical partners to ensure quality partnerships and the delivery of IT solutions, bridging the gap between business users and technology partners.
  • Convert and document business requirements to technical requirements; write, maintain and implement validation and testing processes.
  • Support adoption of new tools and processes as they are implemented, coordinating and participating in auditing of new solutions and processes.
  • Conduct quality assurance, security, and technical processes; review with business staff to ensure project scope metrics are satisfactorily met.
  • Operationalize enterprise services, and develop and improve IT policies, procedures and practices to ensure compliance and implement continuous improvement processes.
  • Act as liaison through the IT intake process and provide necessary documentation for efficient process handling with county technical and purchasing contacts.

Need to have:
  • One of the following:
    • Six years or more of information technology experience.
    • Associate's/vocational/technical degree in computer science, management information systems (MIS), information technology, or an approved information technology field related to the position andfour years or more of IT experience.
    • Completion of an approved IT Hennepin County internship or completion of five college/vocational/technical information technology courses and four years or more of IT experience.
    • Bachelor's degree or higher in an information technology field andtwo years or more of IT experience.
  • Certification or ability to be certified in a leading professional level certification area (ex: MCSA, MCSE, IBM, CDMP, ITIL, ITSM, etc.)
Nice to have:
  • Experience:
    • Installing, configuring, and managing servers and computers (i.e., desktop, laptop, printers, and scan devices).
    • Working with electronic case management systems.
    • With Cypress open-source testing software.
    • Working with a case management system that integrates with Minnesota Government Access (MGA).
    • Working with confidential legal data.
  • Knowledge of:
    • Best practices for data integrity and system reliability.
    • IT infrastructure (i.e., server, network, and security set up).
  • Ability to:
    • Build relationships and promote collaboration on complex teams.
    • Balance multiple work streams and/or projects to meet team needs.
