Inspector I (Plumbing and Gas)

This position is responsible for conducting building inspections to ensure compliance with codes and ordinances. An incumbent in this position may be designated “Inspector II” once the minimum qualifications are met.


  • Inspects new and existing commercial and residential structures to ensure compliance with plumbing, electrical, mechanical, building, and/or other applicable codes and standards as assigned.


  • Discusses code violations with builders, contractors, and homeowners; identifies solutions to code violations.


  • Issues stop-works orders and/or citations as appropriate until compliance is achieved.


  • Conducts follow-up inspections to verify corrections of violations.


  • Prepares and maintains records of inspections; enters inspection data into computer.


  • Reviews plans to ensure compliance with all relevant local and national building codes and ordinances, and contract specifications; approves building plans.


  • Assists customer in person and by phone; provides information regarding the building inspection process.


  • Maintains records of inspections.


  • Responds to code related questions.


  • Maintains knowledge of applicable codes and changes to codes.


  • Responds to on-call after hours requests.


  • Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION


  • Knowledge of construction methods and materials common to commercial, industrial, and residential construction projects.


  • Knowledge of basic engineering standards and codes.


  • Knowledge of building, plumbing, electrical, mechanical, and energy conservation codes.


  • Knowledge of modern construction methods, practices, materials, tools, and equipment.


  • Knowledge of computers and job-related software programs.


  • Skill in interpersonal communication.


  • Skill in interpreting codes accurately and effectively.


  • Skill in analyzing permanent structures to determine conformity with established codes.


  • Skill in verbal and written communication.


  • Skill in reading and interpreting plans and specifications.

SUPERVISORY CONTROLS


The Building Inspection Services Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.


GUIDELINES


Guidelines include ICC building codes, state laws, city codes and ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.


COMPLEXITY/SCOPE OF WORK


  • The work consists of varied construction inspection and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.


  • The purpose of this position is to perform building inspections in the enforcement of building codes. Successful performance ensures compliance with all relevant building codes and ordinances.

  • Contacts are typically with co-workers, other city employees, contractors, property owners, developers, and the general public.


  • Contacts are typically to give or exchange information, resolve problems, justify matters, and provide services.


PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, and climbs ladders.


  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.


  • The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.



SUPERVISORY AND MANAGEMENT RESPONSIBILITY


None.



  • Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA), and


  • Three (3) years recent experience inspecting plumbing and gas systems installation.


  • Two (2) years recent experience in electrical and/or building inspectionspreferred.


  • Possession of a current and valid ICC Certified Plumbing and Gas Inspector Certification(s) in commercial and residential applications preferred.

NECESSARY SPECIAL REQUIREMENTS


  • A valid driver license and an acceptable driving record. (PBA 09/10/01)


  • Employees in this position must obtain and maintain an ICC Certified Plumping and Gas certification in commercial and residential applications within two (2) years of employment/promotion/demotion/ transfer.


  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.


  • Employees are required submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12)


  • Must meet the City of Dothan’s employment physical standards, which include drug/alcohol testing.
