Industrial Pretreatment Program Manager oversees the City of Flagstaff’s industrial pretreatment, cross-connection, and FOG programs, ensuring compliance with federal, state, and local regulations. The role includes supervising staff, managing program-level budgets, developing policies, and representing the City at public meetings, regulatory forums, and industry conferences. The position also interprets and enforces ordinances, reviews inspections and monitoring data, manages permit and enforcement actions, and leads reporting to regulatory agencies. Additionally, the manager acts as a project lead for related initiatives and collaborates closely with businesses, agencies, and internal teams to maintain water quality and system integrity.

POSITION RESPONSIBILITIES
  • Provides excellent customer service to both internal and external customers.
  • Writes and amends City ordinances and procedural guidelines to ensure City compliance with state and federal regulations and for the efficient and effective implementation of pretreatment, cross control and related programs.
  • Represents the City as a local representative and attends local and statewide pretreatment, FOG and cross connection programs, such as at the statewide AZWater conferences, state and national ABPA conferences, and other events as needed.
  • Oversees the City’s cross connection program, City’s Fats, Oils and Grease (FOG) program and the Industrial Pretreatment Program.
  • Operates specialized industrial pretreatment, FOG and cross connection program software in efficient manner; Researches and recommends technologies that improve customer service, customer engagement, customer data analytics, and streamlines staff processes.
  • Serves as liaison between the City and various private businesses and governmental agencies.
  • Explains the objectives of the sampling and inspections programs for pretreatment and cross connection to owners, managers and operators of regulated businesses, City staff and management, and residents.
  • Prepares comprehensive reports to provide information to fulfill the requirement of local, state, or federal agencies.
  • Develops enforcement documents for non-compliant users of the City’s water and wastewater systems consistent with the Flagstaff Water Service’s Enforcement Response Plan.
  • Responsible for interpreting and administering provisions of the Flagstaff Water Service’s Enforcement Response Plan pertaining to the cross-connection and Industrial Pretreatment Programs.
  • Supervises and directs the operation and maintenance of required equipment used in the sampling, treatment, disposal and control of wastewater from commercial, industrial, and municipal facilities and infrastructure, directs the activities of field personnel in the implementation of pretreatment and cross connection control programs and participates in cross-developmental IDS meetings.
  • Reviews field inspection reports and monitoring data to determine if further compliance action against industry is warranted and whether referral to the City Attorney, State, or Federal agency is necessary.
  • Studies new environmental regulations, guidelines, technology, and information in order to stay current on new developments, and disseminate information to subordinate staff; attend meetings, workshops, conference and seminars related to assigned programs.
  • Supervises and directs staff in the reading and interpreting plans and specifications; determine whether industrial pretreatment permits, and backflow assemblies are required and have been issued or included in plans; enforce the provisions of such permits; initiate civil and/or criminal enforcement actions when necessary; review plans for correction of pollution or violations.
  • Acts as project manager as needed for projects relating to industrial pretreatment and cross-connection.
  • Investigates chemical spills which impact the wastewater or water distribution systems, and files reports to the Arizona Department of Environmental Quality and/or EPA.
  • Administers and participates in pretreatment and cross connection inspection programs of small businesses, categorical point source users, and other industries.
  • Administers sampling programs for wastewater NPDES or AZPDES compliance.
  • Represents the Industrial Pretreatment Program for the Water Services Division at Council, Commissions, Boards, and public meetings.

MINIMUM REQUIREMENTS

  • Four-year degree in Environmental Science, Chemistry, Bacteriology, Environmental Law Enforcement or field related to the core duties of the position.
  • Five years of experience in water and/or wastewater testing, preferably involving enforcement of laws, ordinances and regulations, or meeting permit requirements.
  • Two years of supervisory experience
  • Grade 1 Wastewater Treatment, Water Distribution or Wastewater Collections by Arizona Department of Environmental Quality
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING

  • Experience directly relating to wastewater industrial pretreatment inspection, back flow prevention, and groundwater quality control programs.
  • Familiarity and experience with wastewater and drinking water sampling methods.
  • Knowledge of federal and state rules and regulations pertaining to the industrial pretreatment, cross connection and FOG programs.
  • Drinking water or wastewater laboratory and sampling experience.
  • Wastewater operator or wastewater collection certification, ADEQ Grade 3
  • Water Distribution operator certification, ADEQ Grade 3
  • Certified backflow preventer tester or Cross Connection Control Specialist certification.
  • Enforcement experience, such as issuing notices of violation or administrative orders.
  • Experience with permitting responsible parties, dischargers or SIUs.

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Must obtain AWWA, ASSE, or IAPMO certification as a Cross Connection Control Specialist within one year of employment.
